Mickey Rourke underwent a serious martial arts regime to obtain the physical appearance in the film, and to prepare for his fight scenes with Jean-Claude Van Damme.
The original spec, titled "The Colony", was written by Don Jakoby and sold in the $1M/$1.5M range in July 1995. It was set on an island off the coast of Greece that serves as a safe haven for CIA agents whose cover is blown and centered on a man escaping the island in order to seek revenge on his arch enemy. Jean-Claude Van Damme thought it was a great script, but he stated that it was extensively rewritten, and the changes made the final movie a bit too cartoonish.

Next movie in which Jean-Claude Van Damme was going to star in after Double Team (1997) was an action horror Abominable, which was described as "Predator (1987) in a snow", in which his character would have to save group of people lost in snowy mountains from abominable snowman. Between 1995 and 2000, directors Peter Hyams and Renny Harlin were involved in the project, but due to poor box office results of Van Damme's films, Universal studio cancelled Abominable project. Despite many rumors, 2006 Bigfoot horror Abominable was not based on that cancelled Van Damme movie.
