This film was originally supposed to be made under the budget of $30,000,000 starring Kevin Costner in the lead role. In the end, Costner had pulled out and the film was made under the budget of $8,000,000 with Harvey Keitel taking the lead.
Michael Mann was originally attached as an Executive Producer.
The line, "I'm my own police", spoken by Roy (Harvey Keitel), is taken directly from This Gun for Hire (1942).
Though otherwise filmed at spots around the LA metro area, ironically, none of the location shots were actually done in the City of Industry.
