Two good-for-nothing brothers are embroiled in a conspiracy involving a political assassination and try their best to save the country.

Two wealthy buffoons, Munnu and Bunnu, get involved in a conspiracy to replace a Chief Minister with a lookalke by some corrupt government officials. Meanwhile, Munnu's identical cousin, arrives for a visit from the rural parts, and is mistaken for the real Munnu. The city-wise Munnu visits his cousin to find a safe place to hide out, and is mistaken by the local townspeople for his cousin.—Anonymous

Hasmukh Rai has a problem, as a matter of fact two problems in the shape and form of his two sons, Munnu and Bunnu, who are slackers, and always up to no good, and in to practical jokes. Hasmukh finds that both his sons have been lying to him about their school and college grades - both in studies and sports - and have not been attending college for the last 3 years. One of their practical jokes gets out of hand, and as a result Bunnu disappears, and Munnu gets involved with a conspiracy of replacing the State's Chief Minister with a look-alike person, and the results are hilarious.—rAjOo (gunwanti@hotmail.com)

Natwar Shah (Gulshan Grover) is a convicted criminal and is on trial for fraud of 2500 crores. Natwar offers CM (Raj Babbar) a bribe of Rs 1250 crores to get him out of the country. CM slaps Natwar. DCP (Raza Murad) is working for Natwar. Natwar's brother Pravin Shah (Mahavir Shah) hire a noted goon Tejeshwar (Shakti Kapoor) to arrange for Natwar's release. Tejeshwar has Sarang (Raj Babbar) working in his gang, who is a CM look-alike. Tejeshwar has just looted a jewelry shop which belongs to Hasmukh Rai (Kader Khan). Inspector Pyare Mohan (Sadashiv Amrapurkar) is Hasmukh's good friend. Hasmukh had just sold the shop prior to the loot. Tejeshwar's plan is to do plastic surgery on Sarang and replace the CM with him.

Hasmukh Rai (Kader Khan) has a problem. As a matter of fact, two problems - his two sons: Munnu (Chunky Pandey) and Bunnu (Govinda Ahuja). The brothers are notorious slackers up to no good, and involved in elaborate practical jokes. It comes to Hasmukh's attention that his sons have been lying to him about their college grades - in studies and sports - and have been failing school for the last three years. They had been showing false report cards and posing a man as the fake principal (Harish Patel) of the college to show at home that they were doing really well in college, when they weren't. When Hasmukh visits the college, he finds out the truth and the fact that both have been kick out.

Outside they meet Gullu, who is on the way to meet his fiance (who was engaged to him as a child). Gullu and the fiance have never seen each other. and Munnu and Bunnu see an opportunity to spend a few days in hiding, but in comfort. They dump Gullu and proceed to the address. Munnu likes Priya Mohan (Raageshwari) and Bunnu likes Ritu (Ritu Shivpuri). The girls live with their aunt Anuradha (Bindu). Turns out Priya is Pyare's daughter. Pyare goes to pick up Priya and is attracted to Anuradha. Pyare identifies Bunnu and Munnu and they run away from Anuradha's house. To gain entry into their house, Bunnu acts as if he had an accident and now has lost his memory. But their game is exposed when Anuradha walks in with the girls to confront Bunnu and Munnu. Hasmukh kicks the boys out. Hashmukh is also enamored with Anuradha. Pyare and Hashmukh have a fight over who gets to date Anuradha. Meanwhile, Munnu and Bunnu try to steal money from Hasmukh and he again kicks them out.

Munnu and Bunnu save CM's kid from a speeding car and are invited to his home. Thats when Tejeshwar and Sarang enter the house, disguised as press reporters. They shoot the CM and his family. The CM is rushed to the hospital. Munnu and Bunnu trail Tejeshwar and reach his hideout. There they witness Tejeshwar's plan to replace the real CM with Sarang at the hospital. Bunnu is captured while Munnu manages to escape. Munnu tries to convince Hasmukh, but he thinks this is another one of their pranks. Munnu and Priya go to Pyare, meanwhile Bunnu escapes from the Tejeshwar, but is shot during his escape. As Munnu convinces Pyare, DCP hears the conversation and asks Pyare to investigate. But DCP warns Tejeshwar to clear out the hideout. When Munnu gets there, of course the whole place is cleared out and Munnu is arrested for possible murder of Bunnu A rotted dead body is recovered from the sea, with Bunnu's chain and wallet.

Action shifts to a village where Gaurishankar (Govinda) is a village simpleton, and a village belle Chandramukhi (Shilpa Shirodkar) is hot on him. Turns out Gauri's father is Hasmukh's twin brother. Meanwhile Munnu escapes from custody and heads to the hospital to warn the CM. but he is too late and Tejeshwar has already carried out the switch with DCP. Munnu barely escapes with his life. Meanwhile Bunnu regains consciousness at a fisherman's village. Bunnu heads to Bombay at the same time when Chandramukhi and Gauri come to the city for a friend's wedding. Gauri misses the train at a station and is found by Ritu and Priya on the streets, who take him home. Gauri insists he is not Bunnu. Meanwhile Chandramukhi finds Bunnu and mistakes him for Gauri. Tejeshwar tells CM the plan to send Natwar overseas and then releasing the real CM to answer to the public

Munnu is meanwhile tracking the fake CM and is found by Pyare Mohan. Pyare finds an evidence that makes him believe Tejeshwar's plan. Meanwhile Gauri pretends that his memory is back and that he is Bunnu. The guards left at Hasmukh's house by DCP inform Tejeshwar and they abduct the entire family. Munnu and Pyare find the family being taken away. As they follow, Munnu runs into Bunnu. Thats when everyone unravels the mystery of Bunnu and Gauri. Munnu and Bunnu attack Tejeshwar's lair and rescues the real CM. They reach the prison before Sarang is able to release Natwar. They imprison Sarang and the real CM takes Sarang's place to go to the location where Tejeshwar has kept Munnu and Bunnu's family.

Munnu and Bunnu attack with a large army, defeat Tejeshwar and his gang and rescue the entire family. The end.
