The narrator is simply foreshadowing that something bad is about to happen in New York, despite it being bad already, and is not designed to be over analyzed. It's important to keep in mind that Friday the 13th Part VIII is the first and only installment in the series to have an opening sequence that plays a song in its entirety, in this case, it was the song "The Darkest Side Of The Night", and the song would have been pretty awkward for a Friday the 13th film without a narration of some type, so the narration is put in place to reassure you that this is not going to be a family friendly film.
We don't see them lowering the boat in to the water, so there was likely a scene where they come across the dog while escaping and put him in to the boat when they lowered it. The dog is difficult to see, but he can be seen in the boat as the last of the survivors climb down the ladder.
That flashback was from Jim's imagination, and he would have no idea Jason was deformed.
There are three possibilities: (1) Rennie is another in the long line of psychic girls Jason has gone up against. She wasn't physically assaulted by Jason, but mentally; (2) Jason's body could have attacked other swimmers during this time period that he attacked Rene (we are never told he didn't) but only actually came out of the water once his Mother was killed. It's possible he has random moments where his body comes back for revenge, but only came back full once his Mother was killed, and (3) The whole encounter with Jason in the lake could have just been in Rennie's head. Over the years, the story of Jason drowning in the lake probably morphed into some kind of urban legend so with her uncle telling her that if she doesn't swim Jason will drag her down, then when she starts to drown, she might very well have imagined that Jason was pulling her down. This would also explain the inconsistencies with how she keeps hallucinating Jason's young form, and what we know he actually looked like from the earlier films. It could also be said that her seeing Jason's young form at the end was just in her head as well.
No. In a flashback in the original Friday the 13th, to his drowning in the lake, Jason yells, "Help me! Help! Help, Mommy! Help! Help, Mommy! Mommy, help!" At the end of this movie, he says "Don't let me drown, mommy", when he is about to be smothered by a massive wave of toxic waste surging through a sewer. It is unknown if it is the exact same recording, or if it was re-recorded for this film.

Only one short scene was censored in the old UK VHS: a butterfly knife can be seen. This cut was waived for the DVD release.
