Yes. The one-man-band toy in the short was originally going to star in Toy Story and would be the toy that felt threatened by the arrival of Buzz Lightyear, but was replaced by Woody. It is considered that the baby in the short film is Andy as an infant. If you put Tin Toy and Toy Story together, when Andy grew into a toddler, his mother Mrs. Davis gave him the Woody cowboy doll, replacing the one-man-band toy as his favorite toy.
