Not in the manner shown in the film. The problem with lifting anything from that far below the surface of the water with balloons or foam injected into the cargo holds is the immense pressure of at least four tons per square inch. Just how would it be possible to inflate a balloon? How could the foam expand? Then how do you attach the balloons to the ship without ripping whats left of the metal to pieces? And how on earth do you apply enough lift to get Titanic out of 70 feet of mud?
