Now, don't get me wrong. This is a bad movie, no question about it. Everything that the other reviewers say is true : terrible acting by the leads (although some supporting actors are OK, such as Mylène Demongeot, Henri Virlogeux, Jacques Balutin and Jean-Luc Moreau), terrible script, gratuitous nudity and so on. But it works nonetheless. The directing is OK and the pace is fast, so we don't get bored. Serious cinema lovers should stay clear of this production but exploitation fans will find it enjoyable. Think Al Adamson directing a Michael Winner movie with French actors and you won't be far from the mark. Oh, and I liked the black-dressed killer. He seems just out of some giallo.
The precedent user is right except for a small detail:Chantal Nobel was not a singer,but a TV actress who was the star of some kind of French "Dallas" called "Chateauvallon" .A miniseries which could have lasted several years ,hadn't Nobel been victim of a car crash.
These "Flics de Choc" (=high-powered cops!)investigates a case of modern white slave trade .Only Mylene Demongeot as "Maîtresse " a madam for wealthy men gives a disturbing sadistic performance ,but her part is not long enough to save the rest of the film.
There's a killer on the road ,all dressed in black ,and a "knocking into shape center" where the poor girls are trapped.Abysmal.

Ridiculous plot, awful script, laughable costumes, cheap sets, wooden acting, amateur directing, this one has it all !
Visibly aimed at a very lowbrow audience (and hence, an insult to low brow audiences at over the world), this movie relentlessly bores you except at times when you wince at the vulgarity displayed.
Every cliché is there, a mass grave of dead tired ideas, the rest of the movie reaching the height of implausibility.
The "finale" tells it all : the Hit-man ( a walking cliché himself with black motorcycle gear and helmet) tries to kill again, but this time the cops are there so they return fire. A shootout ensues, in some kind of public square. Some bystanders are there and, by God, standing by they do !!! Oblivious of the flying bullets they just watch the scene , standing immobile just as if they were cows looking at a passing train (and having about the same facial expression). Suddenly, one of those bystander, a youth, jump out of this moronic apathy. As he was apparently playing "pétanque" (an outdoors bowling game played with metal bowls) before the shootout, he meticulously aims at the villain's ankles who is running away, and throws a bowl to down the guy !!!! (who is then, FINALLY, shot by one of the cos).
Surely of the most grotesque, absurd and anti-climatic ending for a cop movie ever devised.
The arch-villain of the movie finally brought low by a simple bystander ! Which BTW is not properly a "character" in the movie ! The boy was never seen before never seen after his "exploit" and doesn't even utter a word.
In terms of drama the bad guy might as well have been undone by tripping in a fly of stairs.
Only it would have been more plausible, which was clearly a "no-no" for the makers of this "masterpiece".

The Lady Comtessa sets up little orgies for rich country leaders. As she's a wise business women, she kidnaps young and pretty teenagers to "entertain" her clients. One of these poor girls escapes, and almost reveals everything on TV. This is enough for the Super Cops (the Flics de Choc), the Comtessa must be stopped !
This is a ridiculous and really disgusting movie. The cops themselves are everything but credible (french singer Chantal Nobel stars in her best role), and the bad guys all act like perverse old sick psychos. Bad acting all over the place. The really bad director delivers non-stop failed scenes. It could have been fun to watch, except for the repulsive sexual background.
