The Master Control Program (MCP) brought Kevin Flynn into the digital world because it recognized that he was a user with advanced hacking skills and believed he could help the MCP gain access to the Pentagon's computer system. The MCP hoped to use this access to take over the world's computer systems and achieve ultimate power. However, Flynn teamed up with Tron and other programs to defeat the MCP and restore order to the digital world.
The one source this author has heard confirmation from is the audio commentary. Good directors almost never make things up in audio commentaries, so this author trusts that. Exactly what participant in the audio commentary said this, this author forgets, but the 70mm cameras apparently still had sand in them from Lawrence Of Arabia.
As per the audio commentary, no. The participant in the audio commentary who spoke about this says they did not learn of the command until after production began.
