The title refers to Pecos Bill, the mythical cowboy used in American Western tall tales that were first published in 1917 by Edward O'Reilly for The Century Magazine.

When home TV sets were first introduced, many folks believed there were actual people inside the device. Yes, really. Along the same lines as wondering if the refrigerator light really did go out when the door closed.
