The bees transform into a BEE-19 'bomber'. The real B-19 (actual designation XB-19) was an experimental (thus the 'X' at the front of the designator) large-size bomber manufactured by the Douglas Aircraft Company around the beginning of World War II. Only one was ever produced.
The rationing referred to in the film was due to the U.S. involvement in World War II. This film was released 11 months after the attack on Pearl Harbor and rationing was sill something relatively new for everyone to cope with in the U.S. Sugar was one of the first foods rationed. Each person was limited to 2 pounds per month. This may seem like a lot in the 21st century, but most cooking and baking was still done at home then. A pound of sugar cost about 8 cents in 1942.
