This film is all over the place. It doesn't do much against the terrorists. They're only there to make a fuss. We aren't told why, there are no stories about them, there is no moral point of view. And this makes them look weak, why should they indulge themselves in a crowd; whether their plans were wrong or that was their plan, we will never know. This film, in the end, looks more like a simple attempt to counter the power of the police by asking us to feel sorry for the other characters.
