Yes, but it's a spin-off and as such, _not_ to be regarded as any sort of "prequel". The main show runner of Gotham, Bruno Heller, is also the main show runner of this show and (as confirmed for inst. by actress Paloma Faith in an interview with Graham Norton) it's set in the same "universe", albeit in a different time period. So this Pennyworth is understood to be the same characterisation as portrayed by Sean Pertwee on Gotham, only much earlier in his life. The stories, however are strictly speaking not directly connected, hence the term spin-off.
