Two young men with pretensions of suceeding in business think ofn original solution to chronic parking problems in Tel Aviv by inventing an embassy of an imaginary country. The Israeli secret service ( Shin Bet) gets involved, the new ambassador gets involved with othe diplomats and the whole show is a lot of slapstick fun.
