If the technology in Europe was shut down, George's flight to Ireland would've been cancelled before he went to the airport.
How could she still watch her favorite morning television show if everything around the world is being shut down, including satellites, the internet and all power? Power may not not have been out yet locally (VERY locally), but if the cell services were already down, then broadcast, cable and satellite systems would also be disrupted.
George was leaving for the airport to fly to Ireland--and the same morning, he was still packing, had to take his packed boxes to storage, close his house and return keys. There is no way he would have time to do all these things.
The cyber command center is quoted as being in full-data lock down, off-grid and secure but the president's meeting is online with the United Nations. Whilst this could be encrypted and secure, the risk of an omnipresent artificial intelligence being able to access this is extremely high.
