The world is introduced to international super villain, Dr. Havoc, as he's about to defeat his archnemesis, Secret Agent Brock Mason. A poorly timed call from his wife threatens to upset the whole master plan.
With the US military bearing down on his base, Dr. Havoc needs to arm himself and his henchmen. Unfortunately, his mad scientist, Professor Von Duct, refuses to make any weapons that aren't cleverly disguised as household objects.
Dr. Havoc has finally had enough of his bumbling henchmen and demands to know why they're so damn stupid. Professor Von Duct spends the day showing Havoc all around their henchmen training facility.
