According to Frank Grillo in a March 2021 Collider interview, when Gerard Butler briefly passed on the project, it was offered to Liam Neeson. Neeson declined due to the single-location premise, by which time Butler decided to do the movie after all.
For the role of Valerie Young, Alexis Louder was asked by director Joe Carnahan to watch some Clint Eastwood movies as inspiration since her character is a gunslinger in the movie. Some of the movies she watched included, The Good, the Bad and the Ugly (1966) and Dirty Harry (1971).

Firefighters and Paramedics from Clovis Fire department were used in this movie. Lieutenant Chris Elam was the ambulance driver.
