Penelope Kipps was born and raised in Redmond, Washington. She moved to Bellingham, WA, and graduated Western Washington University with a BA in filmmaking. During her time at college, she created her first feature, 'Bailey.', with director and writer Tristan Olson. After graduation, she has continued to make narrative and documentary films, and work towards her next big debut.
