Cecilia L. Salinas was raised on the US/Mexico border in Laredo, TX. She received her BA from Texas State University with degrees in Theatre Performance and Production and Public Relations. She began her acting career performing in local theatre productions and has since transitioned into film and has worked on many commercials and several independent short films such as The Son Who Can't Play Trumpet (2023) and Fidelidad (2023).
