Not only that, but previously establish concepts like "Jenny cannot touch water" or "Jenny has to "manually" change her language setting when she goes to another country" are also forgotten in S3, despite being normal things in S1 and S2, It's like whoever did S3 never watched the show (?).

These are the only good episodes, this show has 140 episodes, a few of them are 1 hour long, and the vast majority of them are just boring.
Some episodes are based on events from the 90's or 2000's and aged terribly, they will mean nothing to someone watching today. Some are based on USA politics and history and will be equally meaningless if you are from anywhere besides USA.
My recommendation would be to watch the top 10 episodes and ignore all the others 130. As a superhero show, Static Shock is very generic. The best episodes are all about Virgil's normal life, where he faces real problems like helping someone with bullying, or fighting racism or his relationship with his friends and family, in some of these episodes, Virgil doesn't even use any powers.
