Fashion designer and co-founder of the NYC nightclub the Mudd Club, Phillips was a driver of that city's No Wave scene in the late 1970s. She was the girlfriend and manager of saxophonist-singer James Chance. Her half brother is singer Fei Xiang (Kris Phillips).
