I believe this was a vanity project that was the result of people being afraid to say no. I think Jeff Seymour must have a lot of money and time because everything he touches seems to be fake and praising him for some attribute he wishes he had (check his wikipedia for example)
The "fish donuts" thing seemed to be the premise that the writers were either most proud or required to include into the script and it's incredibly cringe.
This isn't a "so bad it's good" situation either like you have with The Room, this is just straight up bad.
If you want some bad Canadian TV that's sometimes fun I suggest looking at Made In Canada (known in the US as the Industry) or The Newsroom (both these shows have other, more famous, shows with the same name)
