I remember seeing this in elementary school alongside another D.A.R.E. cartoon which starred Yogi Bear, and let me tell you, seeing this again after so many years, I can see this is another PSA made on the same things it's telling kids not to do.
Basically, the story is four kids finished a report for D.A.R.E., but on their way to school, a dog (who is the puppy belonging to one Officer Dare) steals their reports and the four chase them into The Land of Decisions and Choices, where two drug dealers dress up as a bunny and a bumblebee and try to get them to smoke, drink alcohol, and do other drugs.
So, the animation style makes this special look like some bizarre mix of Rugrats and The Simpsons, and the plot is so bizarre, I swear this was made on drugs. During the special, the kids are confronted by the most horrific anthromorphic cigarettes, liquor bottles, and even a female anthromorphic joint, which adds to the nightmare fuel (and making me wish they were like the anthromorphic cigars from the Looney Tunes short "Wholly Smoke" which was also aimed at teaching the dangers of smoking). What gives the special two stars is that it does reveal the dangers of cigarettes, alcohol, and illegal drugs, but sadly, today's kids won't know them, and seeing they, they would either be scared or their minds would be too busy wondering what in the world they just watched to learn it. This is messed up, and there are better ways for kids to learn about the dangers of drugs and alcohol, like talking to their parents.
