Anecdotes
The entire plot for Season 3 is based on the true story of Lynda and Stewart Resnick and their Paramount Farms ("Wonderful", "Pom", etc.) empire that is primarily in Kern County, and yes, controls the Kern County Water Bank. And yes, many residents of the South-Central Valley around Bakersfield don't have tap water for various (legal) reasons. This is not a secret if one has been following the press over the past few years.

Gaffes
(19:00 - 21:45) Billy enters a gas station and mini mart, pays for $30 of gas "on the pump," then after being called "old," he walks out and drives away without pumping his gas. Also, from one angle, the gas nozzle is on the car. From the next angle, the nozzle is on the pump.

What happened?

Like everyone else, we thought seasons 1 & 2 were great. Excited to see season 3 come out. And then And then we watched it. Episode 1 started strong, but spiraled downward into weirdness that was hard to watch. But, loving Billy Bob Thornton, we ventured into episode 2. And yes, the weirdness continues starting with the crazy ad shown in the beginning. But somehow, this episode goes from weird to boring. The story line somehow gets lost amongst insane characters and psychedelic scenes that have no point. 5 minutes of content and 55 minutes of garbage. I think we're going to skip this season.
