I think the name of the cartoon you're looking for about the boy and the girl in China is "The Twins of Destiny". I also saw that cartoon on the ABC as a teenager in the 1990's. The story was that Jules (The Chinese boy) and Juile (the blonde haired French(?) girl) were born on the same night to different fathers, and I'm not sure of the details, I think both mothers died in childbirth and the moon goddess was their real mother or something. There was some prophecy they were meant to fulfill, and the entire series is about them travelling to do that and the attempts to stop them by the Dowager Empress' thugs. I hope that's the one you're looking for!
