It reflects the realities of the urban ecosystem where ignorant people cause social problems. One of the actors, Hector Suarez, later appeared in other similar movies where he critiques the system that humans have created--rich vs. poor, bad choices, poverty, lack of jobs, erosion of human rights, corruption, etc.
This one is special in that the title captures a well-known Mexican cheer: "...rah, rah, rah" chant is ironically twisted to reflect the actual, poor state of condition the country is in. Corrupt politicians, ignorant country folk who reject condoms and other sex health education in public schools, poverty, birth control, overpopulation, abuse, all these topics are covered in a way that really hits home.
