The black and white colour format is meant to be a symbolic statement to the racism and extreme lack of diversity in Hollywood and during the early days of film. Think, when was the last time you've seen a black and white film/series starring black people?

Because the visual style of it is black and white, selected colours like blue and red stand out more. Red and blue symbolize many things that is resonated universally. Red could represent things such as danger/warnings, death, hot; as blue could represent cold, color of a siren, water. This is done when there is something important to see or to be emphasized for effect.
