Statistics plays a crucial role in research, planning and decision-making in the health sciences. Progress in technologies and continued research in computational statistics has enabled us to implement sophisticated mathematical models within software that are handled by non-statistician researchers. As a result, over the last decades, medical journals have published a host of papers that use some novel statistical method. The aim of this paper is to present a review on how the statistical methods are being applied in the construction of scientific knowledge in health sciences, as well as, to propose some improvement actions. From the early 20th century, there has been a remarkable surge in scientific evidence alerting on the errors that many non-statistician researchers were making in applying statistical methods. Today, several studies continue showing that a large percentage of articles published in high impact factor journals contain errors in data analysis or interpretation of results, with the ensuing repercussions on the validity and efficiency of the research conducted. Scientific community should reflect on the causes that have led to this situation, the consequences to the advancement of scientific knowledge and the solutions to this problem.

Vital statistics generated through civil registration system are the major source of continuous monitoring of births and deaths over time. The usefulness of vital statistics depends on their quality. In the second paper in this Series we propose a comprehensive and practical framework for assessment of the quality of vital statistics. With use of routine reports to the UN and cause-of-death data reported to WHO, we review the present situation and past trends of vital statistics in the world and note little improvement in worldwide availability of general vital statistics or cause-of-death statistics. Only a few developing countries have been able to improve their civil registration and vital statistics systems in the past 50 years. International efforts to improve comparability of vital statistics seem to be effective, and there is reasonable progress in collection and publication of data. However, worldwide effrots to improve data have been limited to spordic and short-term measures. We conclude that countries and development partners ahve not recognised that civil registration systems are a priority.

The descriptive–comparative study assessed the proficiency of Mathematics teachers in Elementary Statistics and Probability in the Teacher Education Institutions (TEIs) of La Union as a basis for formulating a validated five-day training program. Specifically, it determined the level of proficiency of Mathematics teachers along Content, such as: Descriptive Statistics, Inferential Statistics and Probability; and along Pedagogy, namely: Instructional Strategies, Assessment Strategies and Management Strategies; the strengths and weaknesses of the teachers along Content and Pedagogy; and the significant difference on the level of proficiency of the respondents. Data were collected using two sets of researcher-made proficiency tests. The participants were 25 Mathematics teachers under the Teacher Education Program in La Union during the Academic Year 2017-2018. The data gathered were treated statistically using frequency, weighted mean, percentage and ranking, and t-test for two independent samples. It was found that the Mathematics teachers had good level of proficiency along Content and Pedagogy but they were all found to be weak in these areas. It is recommended that the TEIs should consider the validated five-day training program for adoption and implementation to improve the teachers’ proficiency and enhance their identified weaknesses.
