Turkey-Armenia Relations

Teorik olarak, her bir devlet diğer devletler ile özellikle de komşularıyla iyi ilişkilere sahip olmayıönemsemektedir. Çünkü bir devlet diğer devletlerle, özellikle de komşularıyla ne kadar az/çok sorun yaşarsa, elindeki kaynaklarıda o kadar verimli/verimsiz alanlarda kullanabilir. Ama diğer devletlerle, özellikle de komşularla iyi ilişkilere sahip olmak tek başına hedef ya da değer değildir. Sadece, bir ara amaçtır. Devletlerin bunun ötesinde ve öncesinde amaçlarıve devletlere yönelik tehditler mevcuttur. Temel hedef, yaşamsal çıkarlara ve buna göre belirlenmiş uzun vadeli stratejilere uygun politikaların uygulanmasıdır. Bu doğrultuda, mümkün olduğunca daha fazla devlet ile bu arada komşularla da, iyi ilişkilerin hedeflenmesi mantıklıgörünmektedir. Ama ne olursa olsun, tüm komşularla iyi ilişkilere sahip olunacağı şeklinde bir kural da mevcut değildir. Bir devletin, yaşamsal çıkarlarıgerektirdiği, ya da uzun, orta ve hatta kısa vadeli stratejilerine uygun olduğu zaman başka bir devlet ile, bu devlet komşusu dahi olsa, iyi ilişkiler içerisinde olmaması, hatta yoğun bir gerginlik yaşamasıda mümkündür. Devletlerin çıkarları nedeniyle komşularıyla savaşa girmelerinin ya da hatta çok uzağında bulunan devletlere yönelik askeri operasyonlar düzenlemelerinin yakın tarihimizde çok sayıda örneği bulunmaktadır. Biz, kuş-kusuz, savaşı insanlık dramıolarak görmekte ve dışpolitikada bu tür araçların mümkün olduğunca kullanılmamasıgerektiğini savunmaktayız. Ama “her şeye rağmen hiçbir zaman kimseye karşı tavır koymamalıyız” anlayışıda sadece devletlerarası ilişkilerde değil, şirketlerarası ve kişilerarası ilişkilerde de kabul görmeyen “saf” bir anlayıştır.

This issue of the journal, coordinated by Professor Mustafa Aydin, Rector of Kadir Has University can be considered as an important contribution to the knowledge of the present Turkish Foreign Policy. Several years ago UNISCI had the opportunity to contrast in Istanbul its views on Turkish Foreign and Security Policy with the views of several relevant scholars selected by Professor Aydin. The outcome was the book entitled “Turkish Foreign and Security Policy. Its Environs in Euroasia and the Middle East”. It was published in December 2006. Several of the Turkish co-authors make here another contribution to the topic. It can be said that in four years time we have assisted to a sea change in the Turkish Foreign Policy.
First, it should be noted the changes introduced by the AKP party and the diminishing role of the Army in internal and foreign policies and its growing lack of cohesion. In the second place the implications of the democratization process in a crescent process of internal Islamization. In the third place the new foreign policy design, “new Ottoman”, made by foreign minister Davutoglu, that, according to different articles, can be qualified sometimes as “grandiose”, and that implies a clear depart from the traditional Turkish Foreign Policies of the nineties and the beginning of this decade. The relationship with the neighbours, becoming an important player in the Caucasus, the populist criteria, the new approach to the Middle East, the possible implications and involvement in inter-Arab and intra-Arab-Iran disputes, the lack of advances in the Armenian dossier, the difficult negotiations on Cyprus, the asymmetries in the Turkish-US relationship, the implications of the energy agreements and finally the aspiration of being a member of the EU in the new internal and external context are all interrelated issues in the new Turkish Foreign Policy. Sometimes, the articles show, it is difficult to find the internal coherence of some Turkish movements and approaches, even the theoretical approaches behind them.
These critical analyses contribute to open the horizon to the reader in order to understand the deep changes affecting the Turkish environment and the difficult adaptation process that Turkey has to manage, balancing East and West orientations in a clear departure from the Kemal Ataturk vision. Nevertheless, Turkey remains an important player.
This journal issue includes also an article on Central Asia, given the historic importance of the Kazakh Chairmanship of the OSCE.
Finally, I would like to give my thanks to Professor Mustafa Aydin and his brilliant Turkish collaborators for giving us the opportunity to know different approaches to the present Turkish Foreign Policy and enlightening us on the subject.

Ermenistan-Türkiye ilişkileri üzerine her iki ülkede hangi bireyler ve hangi kurumlar faal olarak çalışmakta? Bu rehber, bu soruya yanıt arayanlara kullanışlı bir kılavuz niteliğinde. 

İki  ülke  arasında  birbirini  tanıma  ve  uzlaşma  çabaları  özellikle  2000lerin  başından  beri  her  düzeyde  gitgide  ivme  kazanmış  durumda.  Ama  aynı  zamanda  iki  tarafın  birbiri  hakkında  yanlış veya eksik bilgisi de sorun teşkil etmekte.

Located at the crossroads of Europe and Asia, Armenia and Turkey are two neighboring countries that share a 311 km of land border. Official relations between them, however, remain antagonistic as they never established diplomatic relations, and the land border remains closed. All the past efforts to normalize relations and eradicate the standoff have foundered. This article engages with several methodological problems and (mis)perceptions that persist in existing interpretations of Armenia–Turkey relations and examines their impact on the current deadlock. It particularly discusses the questions of the closed border, its relevance to the conflict in Karabakh, the importance of disentangling the process of normalization from reconciliation, and its impact on past normalization initiatives. The article argues that critical rethinking of several deep seated conceptions and approaches could expand our understanding about the roots of the present rift and propose avenues for resolving the impasse.

This research does not pretend to help fill the big and complex gap in Armenia and Turkey relations, and provide solutions. Instead, this paper seeks to construct a better framework for understanding current domestic dynamics and Turkey’s foreign policy since 2015, based on in-depth interviews, meetings in Ankara and collected data by shedding some analytical light on current trends in Turkey. The aim is to bring expert-level opinions from Turkey to the Armenian table of analysis and debates, and have a more inclusive and comprehensive picture.

The choice of the year 2015 is somewhat symbolic, although politically important as well (at least, for the Armenian side), and helps localize Turkey in a given time-frame between 2015 and the upcoming elections of the Turkish president in 2019.

To (help) better understand Turkey and its multiple layers, this paper pursues a threefold endeavor: (1) to conduct a field-research through tête-à-tête meetings with Ankara-based opinions makers, scholars, academics, think-tanks, the media, diplomats and politicians, and the civil society representatives, and describe, explore and analyze current dynamics of Turkey’s domestic political realm and Turkish foreign policy directly and indirectly related to Armenia; (2) to produce a better analytical framework and an outcome-oriented paper for journalists, experts and policy-makers in Armenia; and (3) to strongly advocate for a prejudice-free approach among journalists, experts, analysts, and politicians while exploring and examining a given country’s (in this case, Turkey’s) policies considered as hostile.

Highlighting political expediency calculations for the Ankara leadership and the social outlook in Turkey more generally, this paper will assess the logic of the formulas sought by the protocols for overcoming differences on history, the Nagorno-Karabakh conflict, and border recognition, examining why the process broke down. The paper will also attempt to stimulate thought about the various dimensions relevant to both sides, that need to be taken into account in future attempts to address these complex issues. The final section emphasizes the need for a deeper, more consistent and holistic long term reconciliation between the two nations, in a fashion that does not exclude Azerbaijan, to unlock the stalemate of the region, and unleash its cooperative potential.

On March 1, Armenia’s National Security Council officially scrapped the Zürich Protocols, signed with Turkey on October 10, 2009, under the internationally mediated normalization and reconciliation process also known as “soccer diplomacy”. Covertly launched in mid-2007 but intensified and made public since September 2008, when then–Turkish President Abdullah Gül visited Yerevan, the Armenia-Turkey negotiations culminated in Zürich. There, Turkish and Armenian representatives adopted two-staged accords encompassing a “roadmap” for establishing bilateral diplomatic relations and for their consistent development.

В 1998 г. в кризисе власти в Армении победила, условно говоря, “партия статус-кво”, и в вопросе конфликта Нагорного Карабаха доминирующей стала политика сохранения существующего положения как можно дольше (непризнанная международным сообществом, но де-факто независимость Нагорного Карабаха и владение карабахскими военными силами 7 районов). Политический дискурс в Армении, таким образом, начал исходить из этой самой цели, проводя инженерию политической речи путем служения идеи статус-кво. Во внутриполитическом дискурсе конфликт Нагорного Карабаха, как таковой, исчез, вместо этого возобладали внутриполитическая повестка дня и социально-экономические проблемы. Фактически, абсолютное большинство основных политических сил единогласно предпочло оставить Нагорно-Карабахский вопрос в стороне, заставив армянское общество поддержать курс сохранения статус-кво.

SSCB sonrasında Türkiye’nin dış politikasında yeni bir açılım fırsatı karşısına çıktı: Kafkasya. Bu bölgede ve özellikle üç bağımsız devletten oluşan Güney Kafkasya’da, Türkiye için en kritik ve hassas konumdaki ülke ise Ermenistan’dı. Türkiye Ermenistan ilişkileri, geçmişten gelen olumsuz mirasa rağmen, SSCB sonrasında kısmen de olsa farklı bir düzleme getirilmek istendi. Bu doğrultuda Petrosyan döneminde iki tarafın da olumlu girişimleri görüldü, fakat bu süreçte ortaya çıkan Yukarı Karabağ sorunu ilişkileri belirler hale geldi. Halefi Koçaryan döneminde, Yukarı Karabağ sorununun yanında Diaspora’nın etkisi arttı ve yine buna bağlı olarak sözde “soykırım” konusu gerek ikili ilişkilerde gerekse uluslararası platformlarda daha fazla gündeme getirilmeye başlandı. Türkiye ile ilişkilerin bozulacağı düşünülen Koçaryan döneminde şahin bir söylemle yola çıkılmasına rağmen özellikle ikinci başkanlık döneminde bir yumuşama yaşandı. Resmi ilişkilerin ve görüşmelerin dışında, ikili ilişkilerde olumlu, barışçı ve önyargısız bir ortam sağlamak için 2001’de kurulan Türk-Ermeni Barış Komisyonu önemli bir adım olarak kabul edildi.

In spite of all previous efforts, the land border between Armenia and Turkey remains closed. Being one of the last reminders of the Cold War era, it significantly hinders the development of Armenia and eastern regions of Turkey. However, a closed border is more than a physical obstacle, as it also shapes the worldview and perceptions of the respective societies. Using the recent survey on “Public Opinion Poll: The Ways for Normalization of Armenian- Turkish Relations”, we identify the determinants of respondents’ attitudes towards the opening of the border. Among other results, we find that more awareness of the current Armenian-Turkish relationship increases the likelihood of the approval of the border. However, when selecting those respondents, who are either loyal to or approve the opening of the border, the awareness of the protocols’ content decreases the likelihood of the approval of the opening border. The knowledge created and the data collected through the middle stage of the Imagine Center’s methodology is the focus of this paper that discusses the present-day dynamics in the context of the often-interconnected Armenia-Turkey-Azerbaijan relations. While on the political track, the Turkish-Armenian and Azerbaijani-Armenian conflicts are often addressed separately, the analysis of the needs, fears, concerns, and hopes of these societies in regard to one another exposes many interlinks. On the analytic level, therefore, we see it important to understand not only the bi-lateral relations between any two of the societies, but also the interrelationship among the three. The look into this broader picture, we believe, surely brings complexities into the analysis, yet also provides new insights into possible strategies for moving forward that are not visible when viewed from a narrow binary perspective.

BİLDİRİ ÖZETİ
Çalışmanın ilk bölümünde öncelikle Kırım ve Kırım Tatarları’nın durumu uluslararası ilişkilerin bir alt dalı olan barış bilimi ve çatışma çözümü bağlamında ele alınacaktır. Bu kısımda özellikle Kırım Tatar milli mücadelesinin şiddetsizlik (nonviolence) stratejisi kavramlarıyla analiz edilecektir. Daha sonra 18 Mayıs 1944 ‘te yaşanan Sürgün Soykırımı’ndan sonra Soğuk Savaş döneminde Kırım Tatarları’nın milli mücadelesine odaklanılacaktır. Ayrıca günümüzdeki Kırım Krizi’ne yol açan gelişmelerin daha iyi anlaşılması için Soğuk Savaş sonrası küresel politika ve dış politika analizi çerçevesinde Kırım Tatarları incelenecektir. Dördüncü bölümde, son yaşanan Kırım Krizi’nin özellikle Rusya-Ermenistan ilişkileri bağlamında bölgesel politikalara etkisi mercek altına alınacaktır. Rusya’nın “çifte çevreleme” (double containment) politikası uygulayarak, Türkiye’yi bir yandan Kırım üzerinden diğer yandan Suriye üzerinden çevrelemeyi amaçladığı gösterilecektir. Bu çifte çevrelemenin bir önemli ayağı, Rusya-Ermenistan ittifakıdır. Ayrıca İran ve Irak gibi ülkeler bu çevreleme politikasının bir parçası olduğu bu çalışmada vurgulanmaktadır. Son bölümde ise 11 Eylül sonrası dünyada küresel terörizmle mücadele söylemi ile Rusya ile ABD yakınlaşmışlardır. Bunun sonucunda Kafkasya ve Karadeniz coğrafyasında Rusya’nın özellikle Ermenistan üzerindeki etkisinin artmasının nedenleri tartışılarak Kırım’ın işgali ve ilhakına giden sürecin anlaşılması sağlanacaktır.

RUSSIAN-TURKISH AND ARMENIAN RELATION WITHIN THE AXIS OF CRIMEAN OCCUPATION IN 2014: RUSSIA’S DOUBLE CONTAINMENT POLICY

Abstract
In the first part of the study, the situation of Crimea and the Crimean Tatars has been dealt within the framework of international relations subfield of peace science and conflict resolution. In this section, the national struggle of the Crimean Tatars is especially analyzed by using the concepts of nonviolence strategy. Next, the article is focused on the national struggle of the Crimean Tatars during the Cold War era by focusing on the Crimean Tatars’ forced migration incident, namely the Sürgün Genocide on 18 May 1944. In addition, in order to understand the current Crimean Crisis, the Crimean Tatars are examined within the framework of the post-Cold War era’s global politics and foreign policy analysis. By implementing double containment policy, it is shown that Russia aims  to contain Turkey on the one hand from Crimea on the other hand from Syria. One of important bases of this policy is the Russian-Armenian alliances. Also, it is emphasized that countries such as Iran and Iraq are the part of this containment policy. In the last part, in the post-September 11 world, both Russia and the United States have become closer with the discourse of global terrorism. As a result, the reasons why Russia has increased its influence toward especially in Armenia in Caucausus and the Black Sea regions are discussed in order to understand the process of the occupation and annexation of Crimea.
