The end of revolution. The transformation in the conception and way of living the making of history in the Italian social movements of the 70s

This article focuses on the Italian social movements of the 70s in order to grasp a crucial transformation in the conception as well as in the way of living the making of History. This transformation consists in the crisis of the 20th-century idea of «Revolution» like a horizon of expectation. The author points out three major factors contributing to such a transformation. First, the change in the conception of «working class», which is observed in the various components of the Operaism. Second, the rise of the Feminist principle «the personal is political» far beyond the Feminism movement. Third, the criticism and new articulation of the equivalence between power and government bodies. As the author underlines, this transformation is far from being linear. This is what he shows by analyzing the controversial status of the political violence with reference to the riots and their political interpretations in this horizon characterized by the crises of the 20th-century idea of «Revolution». Finally, the author examines the contemporary debates occasioned by the most important political pop festival of the decade - the «Parco Lambro» (Milano, 1976) - and the contradictions that this event brought to light.

L’articolo si concentra sui movimenti sociali italiani degli anni Settanta per cogliere un momento cruciale della trasformazione del modo di pensare e vivere il farsi della storia. Tale trasformazione prende la forma del venir meno dell’idea novecentesca di rivoluzione come orizzonte d’attesa. In particolare l’autore individua tre luoghi prioritari di questa trasformazione: l’evoluzione della concezione della classe operaia, ciò che è colto nell’eterogenea area dell’operaismo, l’imporsi del principio femminista «il personale è politico», l’articolazione di un’idea di potere che supera l’equivalenza fra potere e organi dello Stato. L’autore sottolinea anche quanto la trasformazione del modo di pensare e vivere il farsi della storia non sia lineare, ma attraversata da contraddizioni: a questo fine si sofferma sul controverso statuto della violenza politica, quale emerge nel caso specifico degli scontri di piazza e delle loro interpretazioni politiche in questo orizzonte caratterizzato dal venire meno dell’idea novecentesca di rivoluzione. Infine l’autore analizza i dibattiti contemporanei sul più importante festival musicale e politico del decennio, parco Lambro (Milano 1976), e sulle contraddizioni che questo evento portò alla luce.

This thesis examines the generic body of a vast group of commercial crime films produced in Italy during the anni di piombo, or Leaden Years, a time peculiarly marked by widespread episodes of political violence and tragic facts of terrorism (1969-early 1980s). Generally associated with film cycles and formulas popularly known as giallo (or giallo all'italiana) and poliziottesco, these films achieved resounding success at the national box-office by conjugating the aesthetic of foreign crime films and formulas with clear references to the grim and violent Italian reality. The aim of this thesis is to assess how, and to what extent, problems and concerns associated with contemporaneous historical events had effectively influenced their production and consumption, as well as their generic identity. In contrast with traditional (and prevailing) critical accounts, this thesis contends that these films and their generic images are less concerned with terrorism and related political extremism than they are with other contemporaneous social events, such as the reigniting of culturally deep-seated regional tensions, and the crisis of a national benchmark such as the patriarchal family. In discussing this point, this thesis provides a thorough historical contextualization of the Leaden Years which does not rest exclusively on political-terrorist issues, but takes into account other topical social problems, as well as reconstructing the cultural and political-ideological complexity that marked this era. Arguments in support of this thesis have been crucially elaborated through referencing historiographical material and critical sources mostly from Italy, in an attempt to further provide the examination of these films and of their generic identity with an Italian critical and cultural perspective to date scarcely represented in the Anglo-American film studies upon which the theoretical body of the Italian crime film is prevalently built. As written by John Goldthorpe economic problems are “to an important degree epiphenomenal.” “Social divisions and antagonisms” will be found “at the root of what are experienced as economic problems”. The origins of the 1970s inflation cannot be explained simply as a mistaken management of the monetary aggregates. Neither as the product of exogenous factors, such as the soaring oil price. Nor the disinflation process can be viewed as a technical, apolitical matter. They were instead closely connected to the social and political relations of the time.
So, in order to grasp the real significance of the inflationary phenomenon in the long 1970s, that is the decade or so that starts with the “world revolution” of 1968 and ends with the monetarist (counter-)revolution, we have to look at the connections between it and the broader social and political circumstances. The basic trait of the 1970s was a strong push towards the extension of the confines of democracy across all areas of society, from workplace to home. Inflation was strictly linked to this radical turn of democracy, as “the easy answer to the tensions of growth”. In this perspective, the curbing of inflation required two alternative conditions: either for capitalist societies to adjust to the radical changes brought about by what Michał Kalecki called “the political consequences of full employment”; or a stabilization effort, that is – in Charles Maier’s words –the restoring of “the overlapping hierarchies of power, wealth, and status that can be loosely termed ‘capitalist’”: In a certain sense Italy represented the litmus test for this alternative. Not only because Italian inflation, with the British one, was the highest among the advanced capitalist countries. Also because Italy represented maybe the most clear-cut example of the enlarging and deepening of the democratic space that characterized the long 1970s.
Usually Italian inflation in the 1970s has been explained as a consequence of the oil shocks and as the inevitable result of the devaluation of the lira. As far as the latter causal link is concerned, there is little or no correlation between the acceleration of inflation and the devaluation. Indeed, in the Italian case inflation was largely the offspring both of the social conflict and of a particular vision of the national development. Italian authorities essentially aimed at preserving the Italian model of growth based on exports and a low cost of manpower. When the latter resulted impossible to achieve, due to workers’ resistance, inflation ensued. Inflation was at the same time the effect and the “cure” for class conflict. On the one hand, the high levels of inflation, coupled with devaluation, permitted to defend the profit rate, and on the other, they weakened the labour movement and pushed the trade unions to a reconsideration of their strategy, eventually leading them to adhere to the stabilizing effort based on a mix of deflation (cut of labour cost and of public expenditures) and expansionist measures in support of firms (expansion of credit, subsidies). As such, the disinflationary strategy was much more a function of the national social relations than an imposition from outside. The Italian authorities adapted the external constraint to their own views and used it to legitimate and strengthen a national strategy.

This article tries to provide some food for thought on the identities of the PCI and the PCF about the developed socialism, taking into consideration some relevant turning points in the ‘70s and three different case studies (the USSR, Czechoslovakia and Poland). Although it does not offer a complete analysis of Western Communist thinking on the image of developed socialism, it rather tries to reassess the common interpretation of some central features of the legacy of the developed socialism with respect to the two main Communist Parties of the Western bloc.
Firstly, it argues that though many factors lay behind the strong tie between Western Communism and the Eastern communist states, the belief that developed socialism was reformable, mattered a great deal and, indeed, many leaders endorsed such a conviction. The Western leaders, and especially those of the Italian Communist Party, were arguably aware of the failures of developed socialism: particularly during the mid-‘70s, pessimism grew and was decisive in the creation of Eurocommunism. Nevertheless, the important role played by the Soviet Union in détente, and the conviction that the contradictions of the developed socialism could be resolved if the new course of the 20th Congress were restored, proved central in defining the image of developed socialism for Western Communists.
Secondarily, the paper argues that historiography makes much of the differences between the PCI and the PCF: the first is usually considered more open, more democratic and capable of serious and genuine ideological evolution; while the latter is seen as a pro-Soviet Party, which used Eurocommunism as a tactic, and that lacked the capacity for autonomous thought. Though substantially agreeing on this distinction, more information is needed. We should stress that the thoughts of both Parties were based on the idea that a new political ruling class would have been able to change developed socialism. It would have brought about a new course, combining socialism and democracy or, at least, solving the contradictions within real socialism. Leadership was considered to be the key to changing the system. New Eastern heads and maybe also the Eurocommunist leadership would have been able to transform the system and set out a new path to socialism.
Dealing with the existing and relevant differences between the PCI and the PCF, we can notice at least two. First, the foreign policies of those Parties, which significantly influenced their image of developed socialism. It is clear that when Marchais returned to support of the USSR in the late 1970s, this choice influenced the image of developed socialism found in the PCF. The second element of diversity was the different use of public statements on the part of the PCI, which is not there in the political action of Fabien. Although the PCI actually undertook a process of analysis of developed socialism, and its leaders were certainly aware of the lack of such an actualization, the public image of real socialism was less negative than in private talks among leaders. Such an attitude meant a growing gap between what leaders knew and the image of the developed socialism among the lower ranks.

The paper is based on archival resources recently made available, those of the Archivio Centrale del Partito Comunista Italiano – Fondazione Gramsci and of the Archive du Parti Communiste Français de la Seine-Saint Denis. Particular attention is given to press sources and interviews with former communist leaders.

Introduction

As commonly acknowledged, the political, economic and social crisis that occurred in Italy in the 1970s caused concern among its major Western partners, since this crisis threatened to spread its negative effects over the stability of the continent and more generally to affect the East-West balance of power. The governments of France, Great Britain, the United States of America and the FRG shared the fear that the Italian Communist Party would exploit both its electoral successes and the apparent crisis of the center-left ruling coalition to enter the government. Thus, they rapidly came to the conclusion that a strong collective effort was needed to avert this danger.
This essay deals with the specific contribution that the government of the FRG gave to the formulation and to the implementation of this common program of action. The first part analyses the attitude of the German government toward the economic crisis that affected Italy along with other Western countries in the 1970s. The second part deals more specifically with the political challenges that the FRG found in Europe, and especially in the southern part of the continent, during the same period. The third part is devoted to the first attempt on the part of the German government to influence the evolution of the Italian crisis by taking advantage of its economic power in 1974, while the fourth will report the conclusions that Bonn drew from this unsuccessful experience. The fifth section considers, finally, the German involvement in the resolutions adopted by the four powers during and after the Puerto Rico G7 meeting to cope with the Italian crisis.

This paper focuses on representations of women in the giallo films of 1960s-80s, and analyzes them in the light of socio-cultural and industrial aspects that revolve on the wider issue of violence against women.

In quattro densi capitoli un valente giovane storico ripercorre un tratto importante della storia dell’Italia repubblicana. Lo fa attraverso l’attività di governo di un politico democristiano, Carlo Donat-Cattin che, tra il dicembre del 1963 e il dicembre del 1978, ricoprì importanti ruoli esecutivi: prima la carica di sottosegretario alle Partecipazioni statali poi quella, più nota, di ministro del Lavoro, quindi quella di ministro del Mezzogiorno per approdare, infine, al ministero dell’Industria.
Sono gli anni in cui nasce, si afferma e declina nel suo afflato riformatore il
centro-sinistra in Italia, nei quali si fanno strada istanze e forze sociali fino ad allora tenute ai margini. È anche il periodo in cui la spirale della violenza politica sembra non arrestarsi mai, e il Paese è costretto ad affrontare lo shock petrolifero e le sue gravi conseguenze economiche.
In questo contesto, denso di avvenimenti e di cambiamenti epocali, si trova ad operare e a vivere una lunga e pressoché continuativa esperienza di governo il leader della sinistra sociale democristiana. E, anche se il «Donat-Cattin politico» è volutamente separato dal «Donat-Cattin ministro», paradossalmente, è proprio la politica, la buona politica, ad affermare il suo primato sull’economia. Il che non significa mai scarsa attenzione ai numeri.
Carlo Donat-Cattin fu fermamente convinto che è compito primario della politica «governare lo sviluppo» (capitolo primo), «governare il conflitto» (capitolo secondo), così come considerare il Mezzogiorno una «questione nazionale» (capitolo terzo). E che è compito fondamentale della politica «affrontare la crisi» (capitolo quarto). Quella drammatica crisi che segnò la fine dell’«età dell’oro» dell’economia dell’Occidente capitalistico.
Anni duri e difficili quelli al dicastero dell’Industria per il ministro che aveva compiuto il miracolo dello Statuto dei lavoratori e aveva gestito con successo la più complessa e difficile vicenda contrattuale del dopoguerra. Anche quando il progetto della programmazione economica, cui aveva contribuito e in cui aveva creduto, era stato abbandonato, Donat-Cattin cercò – circondandosi di uno staff di prim’ordine – di delineare un progetto compiuto e innovativo di politica industriale.
Di un tale progetto riformatore, dei suoi successi come dei suoi fallimenti dà conto efficacemente il saggio di Marcello Reggiani.
La molteplicità delle fonti consultate – alcune finora mai esaminate – e uno scavo accurato nelle carte di Carlo Donat-Cattin, conservate presso la Fondazione omonima, hanno consentito all’autore di cogliere la complessità e la ricchezza di visione di un uomo politico che, con instancabile tenacia e grande coraggio, si confrontò con le sfide di un paese in trasformazione e in crisi nell’intento di sanarne squilibri e contraddizioni, per renderlo più dinamico e moderno.

CALL FOR PAPERS:

L’esperienza improvvisativa romana rappresenta un importante capitolo della musica sperimentale in Italia e in ambito internazionale. A più di cinquant’anni dalla presenza a Roma del californiano Larry Austin e dall’ascolto all’American Academy delle registrazioni del New Music Ensemble, e dalle prime esperienze improvvisative dei gruppi sorti a Roma, come il Gruppo di Improvvisazione Nuova Consonanza e Musica Elettronica Viva, si invitano gli studiosi delle diverse discipline a riflettere su quelle prime esperienze di improvvisazione collettiva e sulle evoluzioni e conseguenze che queste hanno avuto e che potranno avere anche in futuro.
Gli interventi (in italiano o, preferibilmente, in inglese) potranno esplorare alcuni dei diversi aspetti (storici, sociologici, analitici, di ricezione, ecc.) del GINC o delle altre realtà improvvisative “romane”. Potranno riguardare sia i gruppi intesi come insieme complessivo che il rapporto tra i singoli componenti e il gruppo. Potranno riguardare, inoltre, anche problematiche, concetti e metodologie utili a fornire nuovi approcci o contenuti allo studio dell’improvvisazione e dei gruppi di improvvisazione in generale. Pur essendo preferibile un riferimento diretto all’improvvisazione “romana”, infatti, si considerano interessanti anche proposte che presentino comparazioni tra situazioni distanti da questa o approcci concettuali o metodologici diversi. Grande attenzione sarà riservata ai nuovi contenuti, alle ricerche interdisciplinari e ai work in progress, e alle novità di presentazione dei risultati.

A solo titolo di suggerimento, vengono di seguito elencati alcuni spunti e indicazioni di ricerca:
• (auto)etnografie o studi storici sui rapporti di collaborazione all’interno del gruppo
• rapporto tra attività improvvisativa collettiva e attività improvvisativa o compositiva individuale
• studi comparativi tra diverse esperienze improvvisative
• nuovi o alternativi punti di vista su singoli capitoli o sulla storia complessiva dell’improvvisazione
• rapporti tra gruppo/gruppi di improvvisazione e le diverse istituzioni con cui si trovano a operare
• rapporti (o realizzazioni) con le diverse forme d’arte e media: teatro, danza, cinema, ecc.
• rapporti di interazione tra diversi gruppi
• rapporti tra l’improvvisazione sperimentale e i generi musicali a essa connessi
• similitudini e differenze tra l’improvvisazione musicale e l’improvvisazione in altri campi artistici: studio dei casi di collaborazione o studio comparato per una più approfondita comprensione delle specificità delle rispettive manifestazioni
• aspetti oppositivi, contro-culturali e politici dell’improvvisazione e dei gruppi di improvvisazione in determinati periodi storici, luoghi geografici, gruppi

• proposte di nuove metodologie o approcci analitici sull’improvvisazione
• studi sulla formatività dell’improvvisazione
• studi sui diversi approcci allo studio dell’improvvisazione
• aspetti pedagogici specifici dell’improvvisazione

I contributi dovranno essere in forma di paper (20 minuti + 10 minuti di discussione) o di lecture-recital, performance session, praxis session, workshop (30 minuti + 15 minuti di discussione).
Le persone interessate dovranno inviare un abstract dell’intervento che desiderano presentare (max. 450 parole) indicando il titolo, un massimo di 5 riferimenti bibliografici, e la tipologia di intervento (paper, lecture-recital, ecc.) all’indirizzo email gincinrome@gmail.com entro il 10 luglio 2017.
