Birmingham City Council is the local government body responsible for the governance of the City of Birmingham in England, which has been a metropolitan district since 1974. It is the most populated local council in the United Kingdom (excluding counties) with, following a reorganisation of boundaries in June 2004, 120 Birmingham City councillors representing over one million people, in 40 wards. The council headquarters are based at the Council House in the city centre. The council is responsible for running nearly all local services, with the exception of those run by joint boards. The provision of certain services has in recent years been devolved to several council constituencies, which each have a constituency committee made up of councillors from that district.

History

The original Charter of Incorporation, dated 31 October 1838, was received in Birmingham on 1 November, then read in the Town Hall on 5 November with elections for the first Town Council being held on 26 December. Sixteen Aldermen and 48 Councillors were elected and the Borough was divided into 13 wards. William Scholefield became the first Mayor and William Redfern was appointed as Town Clerk.

Australia and New Zealand

Because of the differences in legislation between the States, the exact definition of a City Council varies. However, it is generally only those local government areas which have been specifically granted city status (usually on a basis of population) that are entitled to refer to themselves as cities. The official title is "Corporation of the City of ------" or similar.

Some of the larger urban areas of Australia are governed mostly by a single entity (see Brisbane and other Queensland cities), while others maybe controlled by a multitude of much smaller city councils. Also some significant urban areas can be under the jurisdiction of otherwise rural local governments. Periodic re-alignments of boundaries attempt to rationalize these situations and adjust the deployment of assets and resources.

Local councils in New Zealand do vary in structure, but are overseen by the government department Local Government New Zealand. For many decades until the local government reforms of 1989, a borough with more than 20,000 people could be proclaimed a city. The boundaries of councils tended to follow the edge of the built-up area, so little distinction was made between the urban area and the local government area.

A city council (Hebrew: עִירִיָּה, Iriya) is the official designation of a city within Israel's system of local government.

Municipality status may be granted by the Interior Minister to a municipality, usually a local council, whose population surpasses 20,000 and whose character is urban, defined as having areas zoned for distinct land use like residential, commercial, and industrial areas.

City mayors and members of the city councils are elected every five years.

In the Netherlands the municipal council (gemeenteraad) is the elected assembly of the municipality. Its main role is laying down the guidelines for the policy of the council of mayor and aldermen and exercising control over its execution by the council of mayor and aldermen.

The municipal councils range in size from nine to 45 seats, depending on the municipality's population, and are elected by the population every four years. In many municipalities all major political parties contest in the election in addition to local parties. In most major, urban municipalities, all major parties are represented in the city council, while in smaller and more rural municipalities, only the largest parties and a local party have seats in the city council. All citizens and foreigners who live in the Netherlands for at least four years in a municipality have the right to vote and almost all citizens can be elected. Ministers and state secretaries in the national government are barred from standing in elections as well as mayors and civil servants employed by the municipality. After the elections the parties in the states elect the aldermen.

Birmingham (Live with Orchestra & Choir) is a 2013 live album by Steve Harley & Cockney Rebel, featuring the Orchestra of the Swan and their Chamber Choir Orchestra Conductor Andrew Powell, who was the man who did the string arrangements on the original studio albums. The album, a Comeuppance production, was released by Absolute via Universal. A DVD version of the performance was also released at the same time.

Background

The album was recorded and filmed live at the Birmingham Symphony Hall, England on 24 November 2012. The band, with the orchestra and chamber choir, made up about 50 performers together, and performed the band's first two albums The Human Menagerie and The Psychomodo in their entirety - with some of the songs entirely new to the stage. The sold-out show was a one off performance of the two albums, and also included Spandau Ballet's Steve Norman on saxophone and percussion. Aside from the two albums performed, the band also played three additional tracks on the night; "Judy Teen" (the band's UK Top 5 hit single from 1974), "Stranger Comes to Town" (the title track from Harley's 2010 album) and "Black or White" (from the 1976 album Timeless Flight. Harley commented "It's been a long time coming - something like 39 years. Now we're here, at last, with an orchestra and a choir and a big rock band, to play those first two albums pretty well the way they appeared on the original vinyl. Maybe some things should never change, in spite of progress. Welcome, my old friends."

Birmingham (foaled 1827) was a British Thoroughbred racehorse and sire best known for winning the classic St Leger Stakes in 1830. A cheaply bought foal, who almost died before he ever appeared on a racecourse, Birmingham developed into a "celebrated racer" finishing first in twenty-four races from thirty-nine starts between July 1829 and June 1833.

At a time when British horse racing was centred on a small number of major racecourses, Birmingham was campaigned at relatively minor courses in the English Midlands before defeating the Epsom Derby winner Priam to record a 15/1 upset in the St Leger. Birmingham remained in training for a further three seasons after his classic success, winning four times in 1831, six times in 1832, and once in 1833. At the end of his racing career, Birmingham was sold and exported to Russia, where he had limited success as a sire of winners.

Background

Birmingham was a large, powerful brown horse standing between 16.2 and 17.0 hands, bred by Mr Lacy. As a foal, he was sold for 45 guineas to William Beardsworth, who built up a reputation in the early 1830s for winning important races with cheaply bought horses. The horse was named after Beardsworth's home town of Birmingham.
