Carrie (Sarah Jessica Parker) says, "What is it about today? I've seen Miranda's (Cynthia Nixon) boob, I've seen Charlotte's (Kristin Davis) boobs. Why don't you show me your boobs and the circle is full?" Samantha (Kim Cattrall) then flashes her boobs and says she might hook herself a sailor. Carrie says, "Yeah, it'll Tailhook you one." This is a reference to the Tailhook Scandal, which was a series of incidents where over 100 U.S. Navy and Marine Corps aviation officers sexually assaulted 83 women and 7 men and otherwise engaged in "improper and indecent" conduct over four days at the Las Vegas Hilton from September 8-12, 1991.

Goofs
At the Navy dance some of the sailors are wearing their hats inside. This is against Navy regulations, and any sailor would follow that even if they are on shore leave. When you enter a building they are supposed to take them off.
