Howard Monteville Neal (born September 14, 1953) is an American murderer and self-confessed serial killer. Convicted and sentenced to death for killing his half-brother and two nieces in Arm, Mississippi in 1981, his sentence was later commuted to life imprisonment after it was concluded that Neal was intellectually disabled. In 2017, he confessed to the 1980 double murder of a John and Jane Doe in Ludlow, California, who were later identified as Pamela Duffy and William "Digger" Lane. He has yet to be charged with their killings, but is considered the prime suspect.
