Since ZBX-24001 $DB['VAULT_CERT_FILE'] and $DB['VAULT_KEY_FILE'] became mandatory even if CyberArk is not configured to force cert usage

      Steps to reproduce:

      1. configure CyberArk with Server and Frontend using the same data
      2. configure Frontend with no $DB['VAULT_CERT_FILE'] and $DB['VAULT_KEY_FILE'], same for the Server (related cert settings are omitted)

      Result:
      Server - works
      Frontend - doesn't work
      Manual CURL request - works
      Downgrade to 6.4.14 - works

      Expected:
