zabbix admin can't reconfigure hosts monitored through a proxy

      have a host available r/w for a zabbix admin user and monitored through a proxy (configured by superadmin).

      login as admin user, open host properties - "Monitored by proxy" says "no proxy" and no proxy can be chosen, thus editing this host will break proxy configuration
