Thus, management practices such as Planning and Control (P&C) systems have been called to evolve accordingly. The health care sector has not escaped this process. This paper focuses on the evolution of hospitals’ P&C systems to support the paradigm shift from the NPM paradigm to the PVM one. In particular, the paper aims at exploring whether hospitals’ P&C systems in Italy evolved, or are evolving, consistently with PVM and what are the expected benefits related to such a paradigm switch. This paper addresses the evaluation of nursing quality and safety beyond nursing tasks in specifi... more This paper addresses the evaluation of nursing quality and safety beyond nursing tasks in specific healthcare settings and sets it in a context that conveys the sense of complexity and multifaceted nature of the contribution that nursing makes to the whole system. The paper describes research conducted in Tuscany during 2019 involving regional managers and heads of nursing departments. This research has led to the development of an integrated evaluation framework through focus groups and consensus process with the latter, which includes Performance Organizational climate data, Patient-Reported Experience Measures (PREMs), and Patient-Reported Outcome Measures (PROMs). This integrated framework aims at both making sense of extant measures as key performance indicators shared among different professionals while recognizing the important role of nursing care by adding specific measures and can be seen as a tool that boosts the sense of “teamness” in healthcare.

Combining insights from collaborative governance, performance management, and health technology a... more Combining insights from collaborative governance, performance management, and health technology assessment (HTA) literature, this study develops an integrated framework to systematically measure and monitor the performance of HTA network programmes. This framework is validated throughout an action research carried out in the Italian HTA network programme for medical devices. We found that when building up collaborative performance management systems, some elements such as the participation in the design and the use of context specific performance assessment framework, facilitate their acceptance by managers and policy makers especially in high professionalized and sector-specific organizations because it reflects their distinctive language and culture. The hybrid framework may help health authorities and policymakers to understand the HTA network, monitor its performance, and ensure network sustainability over time.

Design/methodology/approach Searching within the Scopus and ISI Web of Science databases, a systematic literature review has been conducted analyzing 41 papers published between 1991 and 2020. Findings Categorization of customer value and inter-organizational performance measures were developed and the main differences among different settings were discussed. Recent research into the ‘dark side’ of such an individual trait, however, has led some scholars to suggest that organizational conditions such as procedural constraints could affect one’s motivation, thus leading to the resignation of other-oriented employees. This study explores the relationships between one of the dimensions of public service motivation – namely, self-sacrifice – procedural constraints and organizational commitment by expanding the job demands–resources model of organizational commitment to different institutional settings. Nonostante un aumento sistematico dell’offerta i tempi di attesa rappresentano ancora oggi una criticita per i sistemi sanitari. Quali azioni sono state intraprese per ridurre i tempi di attesa negli ultimi 10 anni? La maggior parte degli studi in letteratura si concentrano su azioni di saturazione della capacita produttiva, mentre ancora pochi sono quelli che riguardano il governo della domanda. L’intento finale di questo lavoro e individuare spazi di intervento per il governo piu appropriato del sistema sanitario.

Moreover, in the real-life setting, reward schemes are designed combining multiple elements altogether, yet, it is not clear what happens when they are applied using different combinations. To provide insights on how P4P programs are influenced by 5 key elements: whom, what, how, how many targets, and how much to reward. A qualitative longitudinal analysis of 10 years of P4P reward schemes adopted by the regional administrations of Tuscany and Lombardy (Italy) was conducted. The effects of the P4P features on performance are discussed considering both overall and specific indicators.
