Currently, as far as I can tell there is no way to allow ordinary users to view Special:GlobalRenameQueue. Only the usergroup that is permitted to actually rename is allowed to view this page. I don't really see why users aren't allowed to view this page as there is nothing really private about it. Therefore, I propose either 1) the default is made so that everyone can view the page 2) a new userright/setting is defined so that it can be chosen to allow a group to view that page without also having the right to perform renames.

I did not know that task existed, however what I am proposing is to create a separate right that would allow non-WMF wikis farms that use this extension to make their own decisions regarding whether to make the queue publicly visible to non-renamers or not.
