Izum temelji na problemu, kako povečati ekološko in prometno varnost z motornimi vozili v vsakdanjem cestnem prometu. Sistem bi naj samodejno nadziral hitrost vozila na celotni trasi (poti) po kateri se vrši cestni promet. Pri tem računalnik primerja hitrost vozila v danem trenutku z dovoljeno hitrostjo na tem odseku (delu) ceste. Če bi vozilo prekoračilo dovoljeno hitrost na delu ceste, na katerem se trenutno nahaja (vozi) je voznik opozorjen, da prilagodi hitrost vožnje, ki je dovoljena na tem delu ceste. Sistem bi voznika z opozorili, nasveti in ukazi prisilil, da si prilagodi hitrost vožnje, kot jo dovoljuje predpis o prometni varnosti na tem delu ceste. Za neposlušne in nevarne voznike, ki ne bi upoštevali opozoril, navodil in ukazov, bi se lahko uvedle določene sankcije, ker ti nevarni vozniki povzročajo nevarne situacije na cesti in ogrožajo tudi druge udeležence v prometu. V Sloveniji, EU in v svetuje vse preveč prometnih nesreč, ki jih povzročajo ti nevarni vozniki »kamikaze«, ki niso znani, poznani in ne kaznovani, teh je preveč in tem voznikom je namenjen predlagani sistem nadzora za večjo ekološko in prometno varnost. V Sloveniji je bilo v 2007, 293 žrtev, v letih 1954 do 2004 pa 21.774 (kot mesto Ptuj) in 423.803 poškodovanih. V EU je bilo v letu 2004, 46.832, v 2005 pa 44.900 žrtev prometnih nesreč. Letni stroški radi prometnih nesreč znašajo več kot 180 mrd. EUR, kar predstavlja 2 % BNP unije (EU parlament-novice 2005).The invention is based on the problem of increasing the ecological and traffic safety of motor vehicles in everyday road transport. The system should automatically monitor the speed of the vehicle along the entire route (path) along which road traffic is made. In doing so, the computer compares the speed of the vehicle at a given moment with the permitted speed on that section (part) of the road. If the vehicle exceeds the permissible speed on the part of the road on which it is currently located (the driver), the driver is warned to adjust the speed permitted on that part of the road. The system would force the driver, with warnings, tips and commands, to adjust the driving speed as permitted by the traffic safety regulations on this section of road. Disobedient and unsafe drivers who disobey warnings, instructions and commands could be subject to sanctions because these unsafe drivers cause dangerous road situations and endanger other road users. There are too many traffic accidents in Slovenia, the EU and the world, caused by these dangerous kamikaze drivers, who are not known, known and not penalized, too many, and these drivers are targeted by the proposed control system for increased environmental and traffic safety. In Slovenia, 293 were victims in 2007, 21,774 (as Ptuj town) and 423,803 were injured in the years 1954 to 2004. There were 46,832 in the EU in 2004 and 44,900 in road accidents in 2005. The annual cost of traffic accidents is over 180 billion. EUR, representing 2% of the GNP of the Union (EU Parliament News 2005).
Sistem bi naj samodejno nadziral ekonomično hitrost vožnje s pomočjo sistemskega nadzora merjenju hitrosti vozila, števila vrtljajev motorne gredi in prestavnega razmerja v menjalniku, ki je trenutno v prijemu (pogonu). Računalnik bi ob vsakokratni simulaciji optimalnih režimih delovanja motorja, hitrosti vožnje in prestave menjalnika svetoval vozniku, kako se doseže minimalna poraba goriva pri različnih pogojih vožnje. Voznike, ki vozijo potratno (ne ekonomično) in kljub opozorilom ne bi upoštevali nasvetov, opozoril in ukazov bi sistem evidentiral v poseben seznam, ki bi bili obravnavani po določenih kriterijih, sankcij in dodatnega izobraževanja. Znano je, da prevelika poraba goriva povzroča dodatno onesnaževanje okolja. V Sloveniji bi s prihrankom 10 % na gorivu (2006 poraba 1,5 mio ton), letno manj onesnažili okolje za 471.750 ton CO2. V EU (15) so v letu 2005 porabili 248 mio ton goriva.
