원통형몸체(2)의 내주면에 소정의 용적을 갖는 유출통로(2)를 형성시킨다. 유출통로(2)를 형성시킴에 있어서는 별도의 관체(도면에 도시하지 않음)를 장치할 수도 있으나 첨부된 도면에 도시된 바와같이 몸체(1)에 일체로 형성시키는 것이 바람직하다. 몸체(1)의 중심에는 상하측개폐판(3)(4)을 축봉(5)으로 고착시킨 개폐장치가 장치되어 있다. 즉 개폐장치의 하측개폐판(4)에는 유출통로(2)의 하단을 개폐할 수 있는 폐색부(4')와 개방부(4")가 교호로 형성되어 있어 바람개비에 유사한 형상을 갖는다. 그리고 개폐장치의 상측개폐판(3)은 하측개폐판(4)과 유사하나 개폐장치를 회전시킬 수 있도록 밀대(6)를 형성시켰으며 상측개폐판(3)의 폐색부(3')와 개방부(3")는 하측개폐판(4)의 그것과 서로 반대되는 위치에 형성시킨다. 그리고 개폐장치를 축설할 수 있게 함과 동시에 몸체(1)의 상하부를 폐색하기 위하여 윗덮개(7)와 아랫덮개(8)를 부착하였다. 윗덮개(7)와 아랫덮개(8)에는 유출통로(2)와 연통되는 개구부(7')(8')가 각각 형성되어 있으며 윗덮개(7)에는 절삭부(7")를 형성시켜 밀대(6)가 외방으로 노출되어 손으로 밀대(6)를 밀어 개폐장치를 회전시킬 수 있도록 하였다.An outflow passage 2 having a predetermined volume is formed on the inner circumferential surface of the cylindrical body 2.
