A means 107 to serially write the effective video information for one horizontal period and means 103 and 108 to read the effective video information in parallel for one horizontal period from the divided plural blocks are equipped. Thus, since the frequency of a reading block signal can be made low, necessary power consumption can be decreased and the design margin is large.
