When dialing a special number (for example, 106) for a toll-paid incoming call, the subscriber line exchange 1 selects the trunk line 5 leading to the toll exchange and exchange 3, and sends the special number to the toll exchange 3. Transfer and set up communication path 6. The central control device 7 of the toll exchange 3 sets up a call path 8 based on the received special number, and connects the trunk line 5 to the central console 9. The originating subscriber 4 applies for an incoming call payment call and tells the caller's name and the called subscriber's telephone number to the operator at the central desk 9. When the central control unit 9 operator selects the telephone number of the called subscriber, the central control unit N7 places the call path 8 on hold and selects the called subscriber number 100.
Select the trunk line 11 leading to the subscriber line exchange 2 to which it belongs,
The called subscriber's telephone number is transferred and a communication path 12 is set up. The subscriber line exchange 2 calls the called subscriber 10 based on the received called subscriber's telephone number, and when the subscriber responds, sets up a communication path 13 and connects the trunk line 11 to the called subscriber 10. The central station 9 handler number j tells the calling subscriber 10 the name of the caller and decides whether or not to accept the incoming charge-paid call.

At the same time, billing for the incoming call charge is started. If the receiving subscriber] 0 refuses to receive the call, the operator of the central console 9 informs the caller of this, and then performs the connection release operation as is clear from the above explanation. In the conventional incoming call charging connection system, a central station 9 operator intervenes to control the connection between the originating subscriber 4 and the terminating subscriber 10, which increases the time required for connection and also causes erroneous connections. There was fear.

Note that the same reference numerals indicate the same objects throughout the figures. In FIG. 2, the toll exchange 3 is provided with voice recognition devices 17 and 21 and a voice response device 19. In FIG. 2, an originating subscriber 4 makes a call to a terminating subscriber 10 requesting a paid incoming call;
When the special number (106 in this example) is dialed, the subscriber line exchange 1 selects the trunk line 5 as in FIG. A calling subscriber 4 is connected to a trunk line 5.

The voice recognition device 17 recognizes the application for a toll-pay call notified from the calling subscriber 4, the name of the caller, and the telephone number of the called subscriber, and then transmits the information to the central control device 7. The central control device 7 temporarily stores the received caller's name and called subscriber's telephone number in the main memory f'.
15, the trunk line 11 is selected based on the called subscriber's telephone number, and the called subscriber's telephone number is transferred to the subscriber line exchange t.
At the same time, the voice response device 19 is connected to the trunk line 11 by setting a communication path 18. The subscriber line exchange 2 calls the called subscriber 10 based on the received called subscriber's telephone number, and when the subscriber responds, sets up a communication path 13 and connects the trunk line 11 to the called subscriber 10. The central control device 7 is
The caller's name stored in the main storage device 15 is transmitted to the voice response device 19. The voice response device 19 inserts the name of the received caller into a voice message announcing a toll-paying call and transmits it to the receiving subscriber 10, prompting the subscriber to answer whether or not the toll-paying call can be received. Subsequently, the central control unit 7 releases the communication path 18, sets up the communication path 20, connects the voice recognition device 21 to the trunk line 11, and waits for a response from the called subscriber 10. When the receiving subscriber 1'0 replies that he/she agrees to receive the toll-paid call, the voice recognition device 21 recognizes the reply and transmits the recognition result to the central control device 7. The central control unit 7 sets a call path 14 based on the received recognition result, connects the calling subscriber 4 and the called subscriber 10, and at the same time starts billing for the call. If the receiving subscriber 10 replies that he/she refuses to receive the call, the voice recognition device 21 recognizes the reply and transmits the recognition result to the central control device 7 .
