不凍栓と、電熱ヒータによる凍結防止帯とを併設し、前
記不凍栓の水抜きによる前記配水路管内の水の有無を検
出し、前記配水路管内の水が無いときのみ、これに接続
される前記凍結防止帯への電力の供給を止めるスイッチ
