PURPOSE:To reproduce an output picture which correctly reflects the pattern shape and size of an input picture, by performing a video element density conversion. CONSTITUTION:An input video data inputted from a facsimile device 1 is sequentially stored in a magnetic disc device 2. The data read out from the magnetic disc device is given to an input buffer 3 of a video element density conversion device 9. The device 9 has a processor 4, work memory 5 and output buffer 6, and one video element of an output picture data corresponding to the unit video element region including black video element of a prescribed number or more is taken as the black video element, and if not, it is taken as a white video element. The output picture data is printed on a dot printer 7.
