An outer peripheral region excluding the annular reinforcing cord or ring is obtained by winding a reinforcing cord in an annular shape in the circumferential direction or attaching a ring at one location, then pulling out the mandrel, and then filling the inside of the cylindrical body with compressed air. A method for manufacturing a pneumatic fender, in which the rubber layer is vulcanized by expanding the rubber in a radial direction and maintaining the expanded state.
