これら発塵し易い粉を含む粉粒体または粉体を、前記チェーンバケットやクラブバケットを使用して荷揚げすると、ホッパーに投入する際や、ホッパーから輸送機器に積載する際に、発塵して港湾施設や荷役設備に堆積するという問題を有する。具体的には、荷役重機に粉塵が堆積し、重機のエアーフィルターを閉塞することによるオーバーヒートを防止するため3時間に1回程度の頻度でフィルターの掃除を必要としたり、船舶の周辺の海面に飛散した粉塵が海面に堆積して浮遊したりするため、その除去作業に多大の労力を必要とするなどの問題を有していた。
当該問題は、各設備のオペレータの技量の向上や操作方法の改善、荷揚げ時の気象条件の選択等によりある程度の解決は図られるが、根本的な解決にはなっていないのが現状である。
