上述したように、従来では、救急車、消防車、パトロールカー等の緊急車両の優先走行をパトライト駆動、サイレン鳴動等により前方を走行する各一般車両に報知しているのみであることから、道路環境、騒音、風向き、日照、気象、車載器(スピーカ)駆動、車内遮音性能等、種々の要因によって確認の時機が遅れた場合、更には道路混雑等により迅速な車両待避が行えない場合等に於いて、緊急車両の優先通行が著しく妨げられてしまうという問題があった。
