一种信息传输方法和终端设备以及网络设备,一种信息传输方法,包括:当通信设备处于覆盖增强模式A时,通信设备接收随机接入响应,随机接入响应包括指示信息和上行授权信息,指示信息用于指示通信设备发送的消息3为第一消息3或第二消息3,上行授权信息包括第一资源信息和重复次数信息,当通信设备的上行带宽为1.4MHz时,指示信息指示通信设备发送的消息3为第一消息3时,上行授权信息的比特大小是20个比特;指示信息指示通信设备发送的消息3为第二消息3时,上行授权信息的比特大小是12个比特;通信设备根据指示信息、第一资源信息和重复次数信息发送消息3。本申请实施例提供的方法和设备可以应用于通信系统,例如,V2X、LTE‑V、V2V、车联网、MTC、IoT、LTE‑M,M2M,物联网等。
