However, at present, on-site information acquisition of high-voltage users mainly adopts an operation form of describing on-site inspection conditions by paper or orally, and lacks of flow-based record or work order guidance, so that the normalization of on-site operation cannot be well controlled, on one hand, the working efficiency and management capability of electricity utilization inspectors are influenced, and on the other hand, the ever-increasing requirements of high-voltage users on reliability, high quality and economic electricity utilization cannot be met.
