本申请实施例提供一种测量方法及装置、终端设备、网络设备,该方法包括:终端设备接收第一网络设备发送的第一测量配置,所述第一测量配置是针对空闲态或非激活态的测量配置;所述终端设备在空闲态或非激活态下基于所述第一测量配置执行测量,并在进入连接态后上报测量结果至所述第一网络设备或第二网络设备;其中,所述第一测量配置携带第一指示信息和/或第二指示信息,所述第一指示信息用于指示所述终端设备不用测量的小区和/或不用上报测量结果的小区,所述第二指示信息用于指示所述终端设备需要测量的小区和/或需要上报测量结果的小区。
