Background
In the 3rd Generation Partnership Project (3 GPP) protocol, only measurement and reporting of Channel State Information (CSI) for a serving cell are currently supported, and different CSI reports have different priorities. When a plurality of CSI reports need to simultaneously occupy CSI calculation resources of User Equipment (User Equipment, UE for short), and when the CSI calculation resources cannot meet the calculation requirements of the plurality of CSI reports, the CSI report with high priority is calculated preferentially, and whether the CSI report with low priority is calculated depends on the size of the residual CSI calculation resources.
In a New Radio (NR) protocol standardization stage of a release 17 (Rel-17) of a 3GPP protocol (one protocol version of the NR protocol corresponding to Rel-17), in order to support rapid cell switching of a terminal and uplink and downlink data communication between the terminal and a non-serving cell, measurement and reporting of CSI for the non-serving cell need to be supported.
However, the prior art does not define the priority of the CSI report for the non-serving cell, and when the CSI report for the non-serving cell and the CSI report for the serving cell need to occupy CSI computation resources simultaneously or time-frequency resources required for reporting overlap in a time domain, it is impossible to determine which CSI reports are not computed or reported, which may affect the stability of wireless communication.

In the prior art, the priority of CSI reports for a non-serving cell is not defined in the prior art, and when a CSI report for a non-serving cell and a CSI report for a serving cell need to occupy CSI calculation resources simultaneously or time-frequency resources required for reporting overlap in a time domain, it is impossible to determine which CSI reports are not calculated or reported, which may affect the stability of wireless communication.
