It can be seen that, in the policy communication network element provided in the embodiment of the present invention, since the first obtaining unit receives the target cell information within the designated transmission range sent by the policy management network element and the short message to be sent by the policy management network element, the second acquisition unit acquires information of one or more cells within the range of a network to which the second acquisition unit belongs and a first corresponding relation between information of one or more mobile terminals included in each cell, the third acquisition unit acquires information of mobile terminals included in a target cell within the specified transmission range according to the first corresponding relation and the information of the target cell within the specified transmission range, and the first transmission unit transmits the short message to be transmitted to a mobile user terminal corresponding to the information of the mobile user terminal included in the target cell within the specified transmission range through a short message gateway; or, returning information of the mobile user terminal included in the target cell within the specified sending range to the policy management network element, so that the policy management network element sends the short message to be sent to the mobile user terminal included in the specified sending range through the short message gateway, and the short message to be sent can be sent to the mobile terminal within the specified sending range no matter whether a user of the mobile terminal starts or transacts a function of receiving the cell broadcast short message in advance when an emergency occurs.
As shown in fig. 6, a policy management network element provided in an embodiment of the present invention includes:
a fourth obtaining unit 45, configured to obtain target cell information within the specified transmission range.
And the target cell information in the specified transmission range represents one or more target cells crossing the operator network and/or one or more target cells of the same operator network. The specific implementation manner is shown in step 201 in fig. 2, and details are not described here.
A third sending unit 46, configured to send the target cell information in the specified sending range to a policy communication network element, so that the policy communication network element obtains information of the mobile terminal included in the target cell in the specified sending range according to a first correspondence between information of one or more cells in a network range to which the policy communication network element belongs and information of one or more mobile terminals included in each cell, and the target cell information in the specified sending range. The specific implementation manner is shown in step 202 in fig. 2, and is not described herein again.
A fourth transceiving unit 47, configured to send a short message to be sent to the policy communication network element, so that the policy communication network element sends the short message to be sent to a mobile terminal corresponding to information of a mobile terminal included in the target cell within the specified sending range through a short message gateway; or, the policy communication network element is configured to receive the information of the mobile terminal included in the target cell within the specified transmission range, and send, through the short message gateway, the short message to be sent to the mobile terminal corresponding to the information of the mobile terminal included in the target cell within the specified transmission range. The specific implementation manner is shown in step 203 and step 204 in fig. 2, and is not described here again.
Further, as shown in fig. 7, the fourth obtaining unit 45 includes:
the third obtaining module 451 is configured to obtain a specified sending range of a short message to be sent. The specific implementation manner is shown in step 304 in fig. 3, and is not described herein again.
A fourth obtaining module 452, configured to obtain information of one or more cells included in one or more operator networks in a network-wide coverage area. The specific implementation manner is shown in step 305 in fig. 3, and is not described herein again.
A fifth obtaining module 453, configured to obtain the target cell information in the specified sending range according to the specified sending range and the information of one or more cells included in each operator network in the full network coverage. The specific implementation manner is shown in step 306 in fig. 3, and is not described herein again.
Further, as shown in fig. 7, the information of the one or more cells includes a center point position coordinate of each of the one or more cells, the specified transmission range includes the center point coordinate and a transmission radius, and the fifth obtaining module 453 is specifically configured to:
and inquiring whether the central point position coordinate of each cell in the one or more cells is in the specified sending range or not according to the central point coordinate and the sending radius of the specified sending range, and if the central point position coordinate of a cell is in the specified sending range, the cell is a target cell and the target cell information is acquired. The specific implementation manner is shown in step 306 in fig. 3, and is not described herein again.
It can be seen that, in the policy management network element provided in the embodiment of the present invention, since the target cell information in the designated transmission range is acquired by the fourth acquiring unit, the third transmitting unit transmits the target cell information in the designated transmission range to the policy communication network element, so that the policy communication network element acquires the information of the mobile terminal included in the target cell in the designated transmission range according to the first corresponding relationship and the target cell information in the designated transmission range, and the fourth transceiving unit transmits the short message to be transmitted to the policy communication network element when the short message needs to be transmitted, so that the policy communication network element transmits the short message to be transmitted to the mobile terminal corresponding to the information of the mobile terminal included in the target cell in the designated transmission range through the short message gateway, or receives the information of the mobile terminal included in the target cell in the designated transmission range of the policy communication network element, and the short message to be sent is sent to the mobile terminal corresponding to the information of the mobile terminal in the target cell in the appointed sending range through the short message gateway, so that the short message to be sent can be sent to the mobile terminal in the appointed sending range no matter whether a user of the mobile terminal starts or transacts the function of receiving the cell broadcast short message in advance when an emergency occurs.
The system for sending short messages provided in the embodiment of the present invention, as shown in fig. 8, includes a policy communication network element 51 and at least one policy management network element 52, wherein,
the policy communication network element 51 is configured to receive target cell information in an appointed transmission range sent by the policy management network element 52, obtain information of a mobile terminal included in the target cell in the appointed transmission range according to a first correspondence between information of one or more cells in a network to which the policy communication network element belongs and information of one or more mobile terminals included in each cell and the target cell information in the appointed transmission range, receive a short message to be sent by the policy management network element 52, and send the short message to be sent to a mobile terminal corresponding to the information of the mobile terminal included in the target cell in the appointed transmission range through a short message gateway.
The policy management network element 52 is configured to acquire target cell information within a specified transmission range, send the target cell information within the specified transmission range to the policy communication network element 51, and send a short message to be sent to the policy communication network element 51.
It should be noted that a policy management center PMC is deployed in the full network coverage, and a policy communication center PCC is deployed in different operator networks. It can be understood that: the network comprises a policy management network element PMC deployed in a high-level network and at least one policy communication network element PCC respectively deployed in different low-level networks.
For a specific implementation manner, refer to the above embodiments of the policy communication network element and the policy management network element, which are not described herein again.
It can be seen that, in the sending system of short messages provided in the embodiment of the present invention, since the policy communication network element receives the target cell information in the designated sending range sent by the policy management network element, and obtains the first corresponding relationship between the information of one or more cells in the network range and the information of one or more mobile terminals included in each cell, according to the first corresponding relationship and the target cell information in the designated sending range, the information of the mobile terminal included in the target cell in the designated sending range is obtained, the short message to be sent by the policy management network element is received, and the short message to be sent is sent to the mobile user terminal corresponding to the information of the mobile user terminal included in the target cell in the designated sending range through the short message gateway, so that when an emergency occurs, no matter whether the user of the mobile terminal previously starts or transacts the function of receiving the cell broadcast short message, and the short message to be sent can be sent to the mobile terminal within the appointed sending range.
A system for sending a short message according to another embodiment of the present invention, as shown in fig. 9, includes a policy communication network element 51 and at least one policy management network element 52, wherein,
the policy communication network element 51 is configured to receive target cell information in a specified sending range sent by the policy management network element 52, obtain information of a mobile terminal included in the target cell in the specified sending range according to a first correspondence between information of one or more cells in a network range to which the policy communication network element belongs and information of one or more mobile terminals included in each cell and the target cell information in the specified sending range, and return the information of the mobile terminal included in the target cell in the specified sending range to the policy management network element 52.
The policy management network element 52 is configured to acquire target cell information within an appointed sending range, send the target cell information within the appointed sending range to the policy communication network element 51, and send a short message to be sent to a mobile terminal corresponding to the mobile terminal information included in the target cell within the appointed sending range through a short message gateway after receiving the mobile terminal information included in the target cell within the appointed sending range sent by the policy communication network element 51.
For a specific implementation manner, refer to the above embodiments of the policy communication network element and the policy management network element, which are not described herein again.
It can be seen that, in the system for sending short messages provided in the embodiment of the present invention, by receiving the target cell information in the designated sending range sent by the policy management network element, obtaining the first corresponding relationship between the information of one or more cells in the network range to which the policy management network element belongs and the information of one or more mobile terminals included in each cell, according to the first corresponding relationship and the target cell information in the designated sending range, obtaining the information of the mobile terminal included in the target cell in the designated sending range, and returning the information of the mobile user terminal included in the target cell in the designated sending range to the policy management network element, so that the policy management network element sends the short message to be sent to the mobile user terminal included in the designated sending range through the short message gateway, when an emergency occurs, and no matter whether the user of the mobile terminal starts or transacts the function of receiving the cell broadcast short message in advance, the short message to be sent can be sent to the mobile terminal within the appointed sending range. It should be noted that the first words used in the description of the foregoing embodiments do not limit the order, but are merely for convenience of distinction.
The embodiment of the invention is suitable for all 2G/3G networks (GSM/WCDMA/CDMA 2000/TD-SCDMA).
In order to make those skilled in the art better understand the system for sending short messages provided in the embodiments of the present invention, a specific environment in which the policy communication network element and the policy management network element are applied is described in detail below.
As shown in fig. 10, the policy management Network element 52 is deployed at a government department side that needs to send a Short Message, the policy management Network element 52 may be communicatively connected to a plurality of policy communication Network elements 51, the policy communication Network element 51 may be disposed in a plurality of operator networks in a whole national Network, which only includes two operators, namely, an operator one and an operator two, where the operator one and the operator two are connected through a Public Switched Telephone Network (PSTN) or a Public Land Mobile Network (PLMN), the operator one and the operator two have the same internal facilities, and taking one of them as an example, the operator one includes a policy communication Network element 51, the policy communication Network element 51 is communicatively connected to a Short Message Center 53 (SMC), the policy communication Network element 51 is communicatively connected to a Service Control Point 54(Service Control Point, abbreviated as SCP) communication connection, the policy communication network element 51, the short message center 53 and the service control Point 54 are in communication connection with a Home Location Register 56 (HLR) and a Mobile switching center 57 (MSC) through a network node 55 (STP), and the first operator further includes an information transceiver base station 58 for receiving and sending information.
Based on the above structure, the functions of the policy communication network element 51 and the policy management network element 52 are the specific embodiments of the above short message sending system.
The short message center 53 is used for sending short messages to the outside; the service control point 54 is a physical entity that stores user data and service logic in the network of the first operator and implements a service control function, and when the mobile switching center 57 sends an intelligent message for starting a detection point to the service control point 54, the policy communication network element 51 can obtain or update a corresponding relationship between each mobile terminal and a cell in which each mobile terminal is located within a range of the network to which the policy communication network element belongs through one or more intelligent messages for starting the detection point; the home location register 56 is used for storing subscription data of the operator one's administrative user and location information of the mobile user.
Through the above description of the embodiments, those skilled in the art will clearly understand that the present invention may be implemented by software plus necessary general hardware, and certainly may also be implemented by hardware, but in many cases, the former is a better embodiment. Based on such understanding, the technical solutions of the present invention may be substantially implemented or a part of the technical solutions contributing to the prior art may be embodied in the form of a software product, which is stored in a readable storage medium, such as a floppy disk, a hard disk, or an optical disk of a computer, and includes several instructions for enabling a computer device (which may be a personal computer, a server, or a network device) to execute the methods according to the embodiments of the present invention.
The above description is only for the specific embodiments of the present invention, but the scope of the present invention is not limited thereto, and any person skilled in the art can easily conceive of the changes or substitutions within the technical scope of the present invention, and all the changes or substitutions should be covered within the scope of the present invention. Therefore, the protection scope of the present invention shall be subject to the protection scope of the claims.

Claims (12)

1. A method for sending a short message is characterized by comprising the following steps:
when an emergency occurs, receiving target cell information in a specified sending range sent by a policy management network element, wherein the target cell information in the specified sending range represents one or more target cells across operator networks and/or one or more target cells of the same operator network, and the one or more target cells represented by the target cell information in the specified sending range comprise mobile terminals which do not start or handle the function of receiving cell broadcast short messages in advance;
acquiring information of one or more cells within the range of a network and a first corresponding relation between information of one or more mobile terminals in each cell;
acquiring information of a mobile terminal included in the target cell in the appointed sending range according to the first corresponding relation and the target cell information in the appointed sending range;
receiving a short message to be sent by the policy management network element, and sending the short message to be sent to a mobile terminal corresponding to the information of the mobile terminal included in the target cell within the specified sending range through a short message gateway; or,
and returning the information of the mobile terminal included in the target cell within the specified sending range to the strategy management network element, so that the strategy management network element sends the short message to be sent to the mobile terminal corresponding to the information of the mobile terminal included in the target cell within the specified sending range through a short message gateway.
2. The method of claim 1, wherein obtaining the first correspondence between the information of the one or more cells within the range of the network and the information of the one or more mobile terminals included in each cell comprises:
acquiring a starting detection point intelligent message sent by a Mobile Switching Center (MSC) within the range of the network to a Service Control Point (SCP);
according to the acquired one or more intelligent messages of the starting detection points, acquiring or updating the corresponding relation between each mobile terminal in the range of the network to which the mobile terminal belongs and the cell in which the mobile terminal is located;
and sending the acquired intelligent message for starting the detection point to a Service Control Point (SCP).
3. A method for sending a short message is characterized by comprising the following steps:
when an emergency occurs, acquiring target cell information in a designated transmission range, wherein the target cell information in the designated transmission range represents one or more target cells across operator networks and/or one or more target cells of the same operator network, and the one or more target cells represented by the target cell information in the designated transmission range comprise a mobile terminal which is not started or transacted with the function of receiving cell broadcast short messages in advance;
sending the target cell information in the specified sending range to a policy communication network element, so that the policy communication network element obtains the information of the mobile terminal included in the target cell in the specified sending range according to the first corresponding relation between the information of one or more cells in the network range to which the policy communication network element belongs and the information of one or more mobile terminals included in each cell, and the target cell information in the specified sending range;
sending a short message to be sent to the strategy communication network element so that the strategy communication network element sends the short message to be sent to a mobile terminal corresponding to the information of the mobile terminal in the target cell in the specified sending range through a short message gateway; or,
and receiving the information of the mobile terminal in the target cell within the specified sending range, which is sent by the strategy communication network element, and sending the short message to be sent to the mobile terminal corresponding to the information of the mobile terminal in the target cell within the specified sending range through a short message gateway.
4. The method of claim 3, wherein the obtaining the target cell information within the specified transmission range comprises:
acquiring a designated sending range of a short message to be sent;
acquiring information of one or more cells included in one or more operator networks in a full network coverage range;
and acquiring target cell information in the specified sending range according to the specified sending range and one or more cell information included in each operator network in the full network coverage range.
5. The method of claim 4, wherein the information about the one or more cells includes a center point location coordinate of each of the one or more cells, the designated transmission range includes a center point coordinate and a transmission radius, and the obtaining the information about the target cell within the designated transmission range according to the designated transmission range and the information about the one or more cells included in each operator network within the full network coverage area includes:
and inquiring whether the central point position coordinate of each cell in the one or more cells is in the specified sending range or not according to the central point coordinate and the sending radius of the specified sending range, and if the central point position coordinate of a cell is in the specified sending range, the cell is a target cell and the target cell information is acquired.
6. A policy communication network element, comprising:
a first obtaining unit, configured to receive target cell information within a specified sending range sent by a policy management network element when an emergency occurs, where the target cell information within the specified sending range indicates one or more target cells across an operator network and/or one or more target cells of the same operator network, and the one or more target cells indicated by the target cell information within the specified sending range include a mobile terminal that does not start or handle a function of receiving a cell broadcast short message in advance; receiving a short message to be sent by the policy management network element;
a second obtaining unit, configured to obtain a first correspondence between information of one or more cells within a network range to which the second obtaining unit belongs and information of one or more mobile terminals included in each cell;
a third obtaining unit, configured to obtain, according to the first correspondence and the target cell information in the specified transmission range, information of a mobile terminal included in the target cell in the specified transmission range;
a first sending unit, configured to send the short message to be sent to a mobile terminal corresponding to information of a mobile terminal included in the target cell within the specified sending range through a short message gateway; or, the policy management network element is configured to return information of the mobile terminal included in the target cell within the specified transmission range to the policy management network element, so that the policy management network element sends the to-be-sent short message to the mobile terminal corresponding to the information of the mobile terminal included in the target cell within the specified transmission range through a short message gateway.
7. The policy communication network element according to claim 6, wherein said second obtaining unit comprises:
the first acquisition module is used for acquiring an intelligent message for starting a detection point, which is sent to a Service Control Point (SCP) by a Mobile Switching Center (MSC) within the range of the network to which the mobile switching center belongs;
the second acquisition module is used for acquiring or updating the corresponding relation between each mobile terminal in the network range and the cell where each mobile terminal is located according to the acquired one or more intelligent messages for starting the detection points;
and the first sending module is used for sending the acquired intelligent message for starting the detection point to a Service Control Point (SCP).
8. A policy management network element, comprising:
a fourth obtaining unit, configured to obtain target cell information within a specified sending range when an emergency occurs, where the target cell information within the specified sending range indicates one or more target cells across operator networks and/or one or more target cells of the same operator network, and the one or more target cells indicated by the target cell information within the specified sending range include a mobile terminal that does not start or handle a function of receiving a cell broadcast short message in advance;
a third sending unit, configured to send the target cell information in the specified sending range to a policy communication network element, so that the policy communication network element obtains, according to the first correspondence between information of one or more cells in a network range to which the policy communication network element belongs and information of one or more mobile terminals included in each cell, and the target cell information in the specified sending range, information of a mobile terminal included in the target cell in the specified sending range;
a fourth transceiving unit, configured to send a short message to be sent to the policy communication network element, so that the policy communication network element sends the short message to be sent to a mobile terminal corresponding to information of a mobile terminal included in the target cell within the specified sending range through a short message gateway; or, the policy communication network element is configured to receive the information of the mobile terminal included in the target cell within the specified transmission range, and send, through the short message gateway, the short message to be sent to the mobile terminal corresponding to the information of the mobile terminal included in the target cell within the specified transmission range.
9. The policy management network element according to claim 8, wherein said fourth obtaining unit comprises:
the third acquisition module is used for acquiring the appointed transmission range of the short message to be transmitted;
the fourth acquisition module is used for acquiring information of one or more cells included by one or more operator networks in the full network coverage range;
and a fifth obtaining module, configured to obtain target cell information in the specified sending range according to the specified sending range and information about one or more cells included in each operator network in the full network coverage.
10. The policy management network element according to claim 9, wherein the information of the one or more cells includes a center point position coordinate of each of the one or more cells, the specified transmission range includes a center point coordinate and a transmission radius, and the fifth obtaining module is specifically configured to:
and inquiring whether the central point position coordinate of each cell in the one or more cells is in the specified sending range or not according to the central point coordinate and the sending radius of the specified sending range, and if the central point position coordinate of a cell is in the specified sending range, the cell is a target cell and the target cell information is acquired.
11. A short message sending system is characterized in that the system comprises a policy management network element (PMC) and at least one policy communication network element (PCC), wherein,
the policy communication network element is configured to receive, when an emergency occurs, target cell information within an appointed transmission range sent by the policy management network element, obtain, according to information of one or more cells within a network range to which the policy communication network element belongs, a first correspondence between information of one or more mobile terminals included in each cell and the target cell information within the appointed transmission range, information of a mobile terminal included in the target cell within the appointed transmission range, receive a short message to be sent by the policy management network element, and send, through a short message gateway, the short message to be sent to a mobile terminal corresponding to the information of the mobile terminal included in the target cell within the appointed transmission range;
the strategy management network element is used for acquiring the target cell information in the specified transmission range when an emergency occurs, transmitting the target cell information in the specified transmission range to the strategy communication network element, and transmitting a short message to be transmitted to the strategy communication network element;
and one or more target cells represented by the target cell information in the appointed sending range comprise mobile terminals which do not start or handle the function of receiving the cell broadcast short messages in advance.
12. A short message sending system is characterized in that the system comprises a policy management network element (PMC) and at least one policy communication network element (PCC), wherein,
the policy communication network element is configured to receive, when an emergency occurs, target cell information in an appointed transmission range sent by the policy management network element, acquire, according to information of one or more cells in a network range to which the policy management network element belongs, a first correspondence between information of one or more mobile terminals included in each cell and the target cell information in the appointed transmission range, information of a mobile terminal included in the target cell in the appointed transmission range, and return, to the policy management network element, the information of the mobile terminal included in the target cell in the appointed transmission range;
the policy management network element is configured to, when an emergency occurs, acquire target cell information within the specified transmission range, send the target cell information within the specified transmission range to a policy communication network element, and send a short message to be sent to a mobile terminal corresponding to information of a mobile terminal included in a target cell within the specified transmission range through a short message gateway after receiving information of the mobile terminal included in the target cell within the specified transmission range sent by the policy communication network element;
and one or more target cells represented by the target cell information in the appointed sending range comprise mobile terminals which do not start or handle the function of receiving the cell broadcast short messages in advance.
